    Fuel always costs more on an island. The DR has some of the highest taxes in the world for using their airports. Most places you only have to pay coming in or leaving out, but DR gets you coming in AND leaving out. There is less supply/seats in and out of Puerto Plata, therefore the tickets cost more. Most people that live in the area or are from the area will fly in and out of Santiago for cheaper tickets.
