Worked in Ningbo for many years and visited there again in July. Ningbo has always been hard for non-Chinese. The guys that wanted action would go to Shanghai on the weekend. There used to be some massage places where you could get a happy ending but they have all closed. Your best bet is to hang out at the bars at laowaitan or the bars near the Shearaton. Make friends with some of the expats and see if they know where any action is. Be careful trying to hustle the bargirls as most are there just for the money and will not have sex with you.
