I don't think it's going to be an issue for vaccinated foreign travellers, as I believe a copy of your Passport and vaccination card will suffice for entry.

I am curious how the Colombian government is going to be able to electronically verify foreigners being vaccinated until there is a system put in place by WHO, like for the Yellow Fever Shot worldwide.

I'm sure it's on the horizon.
