    Of course, there are plenty of terrible things that happen in criminalized and half-criminalized systems.

    Most sex workers have a firm policy of never seeing anyone in their actual living premises for just the reason you list. There are of course exceptions; I used to see one escort at her place and she was simply matter-of-fact about it and said she irritated the commissary at her big apartment complex since she always bought all the condoms as soon as they stocked them. But she was also planning to move in a few months.

    But this is a pick-your-poison activity. Sex workers and Johns in a criminalized or half-criminalized system are constantly getting hotel rooms or using such small dedicated trick-pads that it makes the overhead costs very high and presumably makes the session prices higher. But the system can function without the licensing and approval of the government, which obviously is difficult to obtain during a pandemic.
