I can't agree with you more. Hcm is a place if you like to play the long game. If you are in for a short span of time and want to get more bang for the buck then this is not a place for you. All SIM cards in VN have to be registered. If you register a card you have to show your passport and they know your identity and can monitor all your SMSes. When you message these girls, you are leaving evidence that can be used to make all kinds of problems for you.

I spend about 2 months / year in VN (hanoi and Haiphong). You do not need to register SIMS, whether you buy at the airport or buy from a vendor in the city. No problem, no questions, no passport.
