    Have you been to anywhere in Mexico outside of Tijuana? Prostitution is deeply ingrained in Mexican culture. Every major (and not so major) Mexican city has a version of Zona Norte, maybe not on Tijuana scale, but they are there. It will take a bit more than "a politician" to change that.     Not during their shift. I usually stay at Cascadas and a chica at Adelitas that I've known for a few years is willing to come see me at Cascadas either immediately before or after her shift (though she prefers before her shift).     Captive hotels

    Bar girls have to take guys to the hotels owned by the bar owners, or they will get into a lot of troubles with the boss and would lose their jobs. I live close and travel to Juarez often and the zona in Juarez is gone because the mayor and the locals close to the zona decided to clean up the area. 10 years ago it was kinda similar to Tijuana but smaller. You still have prostitution in Juarez because the police don't care. This trend is pretty true to most zones of tolerance in mexico except Tijuana.     Mexico's traditions

    In about 2005, Jorge Hank Rhon, Tijuana's billionaire PRI mayor spent public funds to repair and upgrade the streets and sidewalks around the bar block. The filthy garbage bins and muddy gutters were removed. Coahuila alley was repaved and new sidewalks installed. The entire area became nice, clean.

    He also proposed legislation to make paraditas leave the streets in the red light district and work strictly inside bars and hotel lounges. Not sure of his motivations, but based on his other improvements to the city, they must have been his earnest desire to make the city look nicer and work better, also to improve the image of working girls and to protect the dignity Tijuana women in general.

    His proposed legislation met with fierce opposition from paraditas and their unknown supporters. I saw demonstrations with hundreds men and women, March through La Zona Roja to City Hall, which is about 5 miles away, people who don't normally work, live or associate with La Zona. They camped out near City Hall, protested noisily, threatened to disclose names of city officials and important people who were their clients. A lot of respectable men in Tijuana were scared shitless.

    Hank Rhon quickly caved. I am guessing the paraditas had support among Tijuana's population for a tradition for their independence on how and where they work their trade, not being under control by bars' owners. It's sad to see some of the prettiest and sweetest young girls stand in the cold night in skimpy clothes selling sex, but I have the same, if not more, compassion for their plight and respect for their human dignity, just like for other normal people.

    The flaw in your logic is that prostitution is illegal in the States, but legal in Mexico. To outlaw it in Mexico would require a constitutional amendment, not just some politician. There are plenty of strip clubs all over Mexico. They are not all like HK because HK is a gringo-centric club. 40 - 50 HK clubs all over Mexico would be unsupportable. There aren't enough stupid gringos standing in line to plunk down $5 for a beer and $100 for 20 minutes upstairs.

    Tijuana has loads of gringos who frequent it, so a club like HK can thrive. Regular Mexicans roll in a different fashion. If the gringos ever stop coming, the ZN will change to cater more to the locals.

    I don't see it happening either. The federal system is not strong enough to do that. And the money that Tijuana brings in to the local economy is vital.

    I think the only risk to our adult Disneyland is the cartels. I think there are two risks. First, and perhaps the highest danger, is cartel violence scaring away the gringos, making the business less profitable and shrinking the number of options. Second would be a takeover of sorts. There are areas of Mexico where the narcos have taken control of bars and agencies. And the results are not good.

    I'm not predicting this will happen. In fact, I think it is unlikely. But I think those are the current risks. Local politicians have tried to change things over the years and all have failed.
