They can speak less freely if need be, but more importantly simply relocate to a more friendly jurisdiction. The local government must then decide whether to try and block access to those foreign sites, which is not easy to do.
When the industry starts out with reasonable compromise and discreetness, as has always been the case with Portugal (the Apartadox ads don't list prices and explicit services, and a person must join the review site to read details), there is less fighting to begin with.
