If the victim is high profile, or a large corporation (like a bank), or a person able to make a lot of noise, their issue will be thoroughly investigated using all available forensic technology.
If the victim is percieved to anything other than a model citizen, however, (in other words, a person who could be pulled apart by the defence if ever called as a prosecution witness) they are very likely to find themselves investigated for matters unrelated to what they reported, while that issue is only superficially investigated due to 'lack of resources'.

The Prostitution Act 2000 makes it illegal to offer or request a sex service without a prophylactic. A sex service includes fellatio and cunnilingus. DATY in itself is not illegal, of course - only if you do it without a prophylactic (dental dam). Same goes for BJs.
The pimping laws you quoted are from the WA Criminal Code. Prostitution is also covered in the Prostitution Act 2000, the Health Act 1911 and the Police Act 1892. The Health Act also includes public health offences, such as sex workers passing on STI's to clients. A defence to this sort of charge is the use of prophylactics - which also enforces condom use in a roundabout way. The Containment Policy was abolished in 2000 (on the introduction of the Prostitution Act). Kalgoorlie still operates under quasi-containment, metro and regional police still maintain a sex worker register (illegally!) and brothels are still tolerated to a degree, but 'officially' the Containment Policy no longer exists.
I'm not talking about the health considerations of unprotected oral sex - I'm talking legality. I'm also saying that right now, police are running around collecting information on sex workers and brothels, in preparation for the release of the new laws around August. Ask the girls that you see. Brothel owners are being forced to provide full lists of employees and private workers are having personal details taken. Councils are also reportedly doing their own 'investigations' so that when the new laws are passed, they have a whole lotta dirt on the brothels/privates in their area and can stop them getting automatic planning permission (one of the proposed laws is to grant automatic permission to existing brothels who are running 'good' businesses). One of these investigation techniques is apparently demanding unprotected oral sex - brothels and privates can then be denied planning permission as a public/environmental health risk.
And when these new laws come in, there will be a HUGE blitz. Websites like this will become invaluable to police and councils trying to close down sex industry businesses.

Hey Bulleit, $230 - $250 for one hour is actually quite reasonable for Perth. It has been roughly one day's "average guy's" pay for as long as I can remember. I think that is a fair price (providing you don't get hit with high hidden costs for basic xtras like DATY) though compared to o/s many wgs here don't really provide a service anywhere near approaching GFE. The scene in Perth at the moment seems to be in a lull anyway.
