CPF is required to purchase a SIM and activate a SIM card at any store. I bought mine off the the streets of Copacabana, on Avenida Nossa Senhora de Copacabana and it worked fine. It was by those little roadside stalls that sells magazines and groceries.This might be a dumb question. But does anyone use the Latin America plan with AT&T? I've never been to Brazil but it's worked perfectly for me in Colombia, DR, and Mexico. Just wondering if I'm being too optimistic. It lists Brazil as full coverage.
I think it adds $10 or $15 to your bill each month. But if you travel frequently like I do, it's a great deal.

You can get a sim for 10 to 20 reais without CPF, activated at Central metro / train / bus station on av pres vargas in Centro.

If you want to get a local SIM, do this:
All you do is take the metro to station central.
You go out of the station to the street level at the central train (supervia) station.
There are little ladies with signs that say tim.
You ask them for cadastro sim and tell them you don't have a CPF.
They will sell you chips with their cpf for 10 reais.
Vivo is better but tim is fine.It should be available at Uruguaiana station. I got it from there the first time by mistake.

1. I don't know about Cap One cards, but using airport ATMs is a costly pleasure. I use Schwab that reimburses ATM fees completely around the world, but still avoid airports if I can.Where are the best ATMs in Rio? I have Charles Schwab too. But some of the local banks don't read my card. Can't get cash right now. The card is fine because I still use it in supermarkets and restaurants without any problems.
And is there any electronic way to pay girls in case cash can't be obtained? I know everyone in Brazil has that app but I'm not Brazilian and can't use it I suppose. My bank account is US.

An ATM that works right now may not work 5 minutes from now. Years and years ago there used to be a Citibank ATM that was reliable, but of course the way of the third world is fuck that reliable shit.

Then how in god's good name does one withdrawal cash here in Rio? Does Google Pay or Samsung Pay work? Because my card is not co operating with me. Or the chip is damaged and the machines won't read it (which I doubt because everywhere I use the tap card option to pay and it works perfectly)?

I think OP made a rare mistake because it seems he only has ONE debit card and without a credit card. I bring cash, 3 debit cards, 3-4 CCs when I go to Brazil. Anything can happen. Once I lost my Schwab, my backup Aspiration card didn't work, and the third debit card saved my ass because, to add insult to injury, I also fucked up and failed to change money in Rio before flying to Sao Luis (where I arrived late and couldn't find an open cambio). So yes, I got killed on the fees, but at least I had reals in my pocket. And I use CCs for food and shopping and anything else when they don't add their rip off "convenience fees".

But, it ended up being the housewife Astrud, who was really not an established and / or accomplished singer at the time. Ok. 4 x4. Will explain for noobs. You go inside and to your right you'll see a whiskey bar. Past that whiskey bar is a small staircase. You want to go straight up that small staircase and open the door at the end of it. This will lead you to the counter where you can set yourself up. Surprisingly there is a worker there who speaks excellent English. She will explain everything. They give you something to wear on your wrist and you pay once you are set to leave the establishment. They take card (including the ability to tap your card to pay for those whose card chip isn't cooperating).
So found a skinny well shaped negra all alone there. Forgot her name. Most girls are whiter skinned so this beautiful negra stood out. We did 90 minutes. She was alright. So I landed at GIG Thursday. After clearing customs pretty quick, I pulled out 1000 pesos from an airport ATM using a Cap1 credit card. I went thru a similar ordeal a few years ago with Aerolineas Argentina.Yeah, one must be careful when booking a Gol Brazilian flight. KKK. Around 6 months ago I was on the Gol Portuguese language web site trying to book an SP-RJ roundtrip flight for my next visit. I found the flight I wanted for around 600 BR, which is a great price, so I started to book it. I do not have a real CPF number and I was risk adverse to trying to use a fake one to buy a plane ticket, so I preceded without entering the CPF. Then the app responded by moving me into the GOL English language portion of their website with no CPF, only a passport requirement, and I was able to proceed with the booking.
Unfortunately, I noticed too late that although the English language Gol web site had kept all my flight information from the Portuguese language GOL site, the price of the flight had changed from 600 BR to $600 and this was a no change / no refund ticket. My fault totally, but so what. There was no way I was going to pay $600 for an SP-RJ one hour flight, so rather than argue or beg for a refund from a Gol representative, I called my credit card company and reported a false charge. My account was immediately credited for the amount in question. Then a few days later GOL sent me an email asking me to confirm the flight. I did not respond. Then I received my new credit card in the mail. End of story. I waited a month for the dust to settle and then I booked an SP-RJ flight with Latam for a reasonable price.
My normal hotel was booked solid this week, so I went with the Windsor on President Vargas in Centro as a backup. I knew a few guys who worked on the oil rigs and this was their go to spot when they were in Rio. The Windsor Hotel can eat a dick as far as I am concerned! (Now before some smart ass jumps on here with the comment "But Bravo, you should have done your research before you booked a room! Just know, that I did do my research. I actually walked to the hotel in Nov and spoke to the manager. He confirmed that there was no issue with guests as long as I registered them. Not register "Her" but register "Them". I also asked about the guest policy while checking last week and again, they said "You just have to register them". (Side Note: Many years ago, I used to stay at the Atlantico hotel on Siqueira Campos. I used to have multiple women a day visit me there. All they had to do was fill out the form when they arrived and upstairs, we would go, no guest charge, no issue at all).
Well, my first night in Rio, I went out with one of my rolodex girls and when we arrived at the hotel, she had to fill out this long ass form before she could go upstairs. Had a great night and out she went in the morning. That afternoon, I went out my my brazilian girlfriend. We partied and drank all night then went back to the Windor.

1st Fuck You: I stopped at the desk so I could register my GF and the night manager looked up my room in the system and said "Oh yes, You are Fabyana right?" My eyes got big as hell as I quickly said "No, I am Bravo and the is G. ! You must be looking at the wrong room number. " Why the fuck would he say the name out loud in front of her instead of just reading her ID? I would have paid money so I could have pimped slapped the shit out of him! He then stares at the screen, calls over another person and then starts to speak to me about the fact that there is a problem. I immediately told him to lower his voice and talk to me in English. (Even though my girl speaks really good english, so this wouldn't have made much of a difference.) I told her to go sit on the couch and I would take care of the situation. I told him, "I didn't want to continue the conversation right there. Here is my credit card, just charge me the fee and let me go upstairs. Its 4 AM, I will deal with this with the manager in the morning". He charges me and for some reason, he gave me another room key. I didn't understand why at that point. I just assumed it was so she could have a key card as well. While going up the elevator, she asked me what the issue was and I told her that I had booked the hotel as 1 guest and not as 2 guests. So they had to charge me for her to stay. Whether she bought it or not, I have no idea, but she dropped the subject.
2nd Fuck You: I went down to speak to the manager in the morning and he tried to explain the situation. Apparently, when you register a guest, that guest stays locked on to you reservation for your ENTIRE trip!! I told him to just remove the first girl and add my GF to the reservation. Since I was only going to stay for 5 nights and she was going to be with me for 4 of them, I figured, no issue. He said that they can't do that and that corporate won't allow them to change the name. I said, "Well since my GF is now registered and she is the only female who will be the only female who will stay with me for the remainder of my trip, I can just walk with her to my room, no reason to stop and fill out forms at the front desk anymore. Problem solved. ". he also said I couldn't just walk into the hotel, head to the elevator and take her to my room, because "Corporate looks at the cameras every day and verifies each guest according to the forms. So, they know who is entering the hotel" I chuckled and said "Really? Corporate has that much free time that they are going to watch 24 hours of video every day and scour over each person who walks to the elevator?
3rd and Final Fuck You: I asked the manager "Ok, how can we resolve this issue?" he looked at me and said the only way to have multiple guests is. I have to book a NEW room every morning and register each female. I said "That doesn't make any damn sense, I already paid for 5 days. Are you saying I have to pay for ANOTHER room in addition to my current room? You can't just charge me a guest fee?" he just shrugged his shoulders and said "I know that is expensive but we don't have guest fees here. The only option is for you to book a 2nd room and you would have to book it every morning and go thru the checkout / check in process every morning too". I was livid at the craziness. The good news is that my go to hotel is available, so I will just book 2 rooms at 50 bucks a night and bring females over for Monday and Tuesday, so issues and no drama. I wanted to share with you my experiences at the Windsor so you guys will be forewarned. About 3 years ago, a number of board members were raving about the Astoria hotel in Copa. Nobody fucking mentioned that fact that the hotel charges a 75 R fee for every female that stays overnight. (I know that 75 R was only about 15 bucks but that isn't the point). When people give a hotel review, they should include all the details, especially ones that pertain to having female guests.

When people give a hotel review, they should include all the details, especially ones that pertain to having female guests.100% agree. I'm not picking on you or the hotel. But one thing WE can improve is our reports on the girl-friendliness of the hotel. I've spent a lot of time trying to find GF-hotels and weigh that against other priorities that are important to me. And just finding out guest policies is not easily available on this site. (That problem is compounded by changing policies.) But point well taken; we can help each other out in the Hotels and Rooms forum on the Rio site. (Brazil vets probably don't have this challenge, but as a newb to Rio, I've found it frustrating. Let me first explain Darkroom for noobs. It's address is Praça Olavo Bilac 28. You go into the building and you need to show ID. So have some sort of ID with you. Took a taxi from the airport. Mistake. You go to a computer and type your destination and it prints a ticket with a set price. To Copacabana it was 127. Do rent a jeep on Buzios if you don't mind a stick. And keep the phone number of your rental shop very close -- these buggers tend to break and lose parts in the mountains of Buzios. On Ilha Grande make sure you visit Lopes Mendes, one of the most amazing beaches in Brazil. You can take a schooner that will bring you half way (it's an easy trek from there), or you can hike from the main village. That's a little harder, but more rewarding if you start early in the morning and take the time to swim and cool off along the way.
I definitely wouldn't do IG or Buzios in one day. Minimum 2 nights, preferably 3 or 4.

Once you get out of the cities Brazil offers national parks for camping (or glamping) and many nice things with no crime issues.
Crime is where there are rich tourists / locals and a mass of local poor people with nothing to lose. This is true of Copacabana and (insert city). Brazil on the whole is currently safer than many USA cities that are hollowed out, failed local economies getting worse by the day. Just wait till AI (should be called automated inequality) creates even more structural unemployment as organizations seek to reduce their human payroll to zero and the "savings" go to a tiny, smug and cynical elite. It's not going to be pretty in the USA where unmet expectations and guns join forces. And people discover the pension funds are empty.

T dawn on May 6th residents of Jacarezinho, a favela in Rio de Janeiro, woke to the sound of police helicopters and gunfire. Ten hours later, 28 people were dead, nearly all of them black men. Mariana de Paula, a 27-year-old accountant and activist who lives on the morro ("hill", as steep favelas like Jacarezinho are called), told her boss that it was too dangerous to travel to the office. Her boss, who is white, suggested she use a ride-hailing app. "She didn't get it," says Ms de Paula, who is black. The shooting sounded like popcorn. The victims included one police officer, shot by drug traffickers, and 27 residents killed by the police. Some were unarmed. It was the deadliest police raid in the state's history.

When the shooting stopped, Ms de Paula began her commute down alleyways that zigzag to the bottom of the morro, through a tunnel from Rio's poor Zona Norte to the rich Zona Sul, and finally to Barra the Tijuca, a beachside strip that is 72% white. In mostly white neighbourhoods in Rio flats can cost 2,000 reais ($400) per square foot. Their inhabitants blame poverty and corruption for the violence that plagues the city. But a growing chorus from Ms de Paula's Rio, the mostly black peripheries and favelas, suggests there is more to it than that.
Black Brazilians are increasingly arguing not only that the police are too trigger-happy but also that their violence is sometimes racially motivated. In 2019 Brazilian cops killed 6,357 people. In the state of Rio they killed 1,814: nearly twice as many people as cops killed in the United States, which has a population 19 times as large. Eight out of ten Brazilians killed by police are negros, a grouping that combines the official racial categories of preto, "black", and pardo, "brown" or "mixed". (Throughout this article, "black" refers to the unofficial category of negros.) Police killings tripled between 2013 and 2020 and now represent around a third of all homicides in some states, according to data compiled by the Brazilian Forum on Public Safety, an NGO.
Part of the explanation lies in history. Brazil was the last country in the Americas to outlaw slavery. Though former slaves did not suffer formal segregation of the kind imposed by South Africa or the American South, poverty and laws criminalising vagrancy and African religions had a similar effect. Rio "civilised and modernised itself by expelling second-class citizens to the morros", writes Zuenir Ventura in "Cidade Partida" (Divided City, 1994).
Black people too poor to live elsewhere built shantytowns (see map). Their residents became cheap labour for factories in Zona Norte and white families in Zona Sul. Today black Brazilians are 56% of Brazil's population but 70% of the poor. Unemployment is 17% for blacks versus 12% for whites. White Brazilians earn almost twice as much as black ones do.
Jacarezinho, which sits between a defunct General Electric plant and two train lines, has 40,000 residents. Its past as a haven for former slaves earned it the nickname "Rio's blackest favela". Over the years, poverty has bred resourcefulness. Residents add one floor after another to homes packed like Lego bricks. Shops sell everything from birthday cakes to beard-trimmers. But there is no proper sewerage system. Nor are there many formal jobs. Open-air drug markets are manned by teens with ak-47's, despite a huge police station at the bottom of the favela.
In 2008 a police commander in Rio called the force "the best social insecticide" after a raid that killed nine people. Rio's civil police is responsible for investigating crimes, but like the military police, its encounters with favelas consist mostly of operations with heavy weapons and hundreds of men. Decades of iron-fist policing have failed to curb violence. A recent study by the state prosecutor's office showed that in the month after lethal raids, crime in the vicinity tends to tick up, not down. And raids claim innocent lives. In the past five years, eight children under the age of 12 were killed during police operations in Rio. At least 24 were injured. During the Jacarezinho raid a nine-year-old saw police kill a man in her bedroom, soaking her mattress with his blood.
The Department for the Protection of Children and Adolescents says it spent months planning the raid in May, which was meant to arrest 21 people suspected of recruiting minors to drug gangs. But evidence appears to be scant—consisting mainly of photos from Twitter. Officers made only six arrests. Of the 27 people killed, some were minors and most were not on the suspect list (police say they were wanted on other charges). It looked like a "revenge operation", says Daniel Hirata of the Federal Fluminense University in Rio. When an officer dies in a raid, civilian deaths are twice as likely.
Despite the levels of violence—which police argue is needed to counter crime—most citizens are indifferent to the plight of favela residents, says Silvia Ramos of the Centre for Security and Citizenship Studies, a think-tank. Brazilians see police killings as a natural response to overall violence. They express more fear than citizens of any of the 163 countries surveyed by the Institute for Economics and Peace, an Australian think-tank. Some 95% are somewhat or very worried about being the victims of violence. Another poll found that 57% agreed with the phrase "a good criminal is a dead criminal."
"You can't go into a favela with roses," argues Carlos Monjardim, the head of the residents' association in Ipanema, a rich neighbourhood in the south of the city. It has 42 community police officers, whom locals "adore". Mr Monjardim's biggest concern is an "invasion" of people selling knick-knacks on the pavements.
He refers to the idea, first mooted in the 1930's, that a lack of laws against interracial romance and greater mixing have made Brazil a "racial democracy". "Racism doesn't exist here," he says, pointing to his love of samba and his adopted sister, who is black. He supports the populist president, Jair Bolsonaro, who has called residents of quilombos (communities founded by escaped slaves) "fat and lazy" and says that activists are "importing. Tensions alien to our history."
Indeed segregation in Brazil, including the existence of favelas and separate "service" elevators for maids and cooks, tends to be attributed to class, not race. Even left-wing types "used to say racism is just a fruit of economic inequality", says Luiz Eduardo Soares, who as an adviser to Rio's security secretary in 1999-2000 tried to reduce crime by filling favelas with projects, such as a snazzy cultural centre.
But such schemes are often underfunded. Killings by police fell 86% between 2008 and 2014 in "police pacification unit" areas, built in the lead-up to the 2016 Olympics. These community policing units were disbanded in 2019, after their budget was cut from 5 m reais to just 10,000. Attempts to reform the police cost reformers like Mr Soares their jobs.
The revolution is now televised.
Attitudes have started to change, however. This is partly due to pressure from activists, academics and a small but growing contingent of black politicians. More recently Black Lives Matter protests in the United States and the rise of mobile phones and social media have also raised awareness of racism.
Thiago Amparo, a human-rights lawyer, provided live commentary on Brazil's biggest tv channel for six hours in the wake of George Floyd's death. In November 2020 protests swept Brazil after white security guards at a Carrefour supermarket beat a black man to death. The supermarket chain agreed to pay 115 m reais to civil-rights groups, a record sum. In June a video of a white couple falsely accusing a black surfing instructor of stealing their bicycle went viral. An ongoing survey of news stories about police operations in Brazil found the word "black" only once in 7,000 stories between June 2019 and May 2020 but six times since the death of Mr Floyd.
Michael França, an economist, thinks that Brazil is starting to talk more openly about race. This year he and his colleagues from Insper, a business school in São Paulo, created a "racial-equality index" to measure disparities in different regions. The situation is becoming better in some ways and worse in others.
Public universities now have as many black students as white ones, but while 36% of white 18- to 24-year-olds have completed university or are studying for a degree, the share drops to 18% for black 18- to 24-year-olds. Mr França's index estimates that it will take 27 years to reach racial equality. And a black Brazilian is nearly three times as likely as a white one to be a victim of homicide. (Most perpetrators are also black.) In the United States a black person is seven times as likely to be killed as a white one. But in Brazil deaths of black people at the hands of cops are a larger share of homicides.
These numbers are finally starting to dawn on people, says Irapuã Santana of Educafro, a civil-rights group. In 2017 the group joined a class-action lawsuit opposing police raids which resulted in orders that Rio's police take steps to prevent loss of life, such as having ambulances on call and not using schools as bases from which to shoot. After the Supreme Court banned raids during the pandemic, killings by Rio's police dropped by a third in 2020, saving nearly 600 lives. The ban was still in place when officers entered Jacarezinho. They called the raid "Operation Exceptis".
But authorities in Rio stubbornly stick to their methods. In 2019 the governor said police should "shoot criminals in their little heads". He abolished the security secretariat, which had provided a layer of oversight, and weakened the internal-affairs departments (he was later impeached for financial irregularities). When activists argued that officers should be held accountable for the deaths in Jacarezinho, the police sealed the internal investigation for five years. A study in 2008 found that 99% of cases against Rio police officers were dismissed without charges, often without a serious investigation.
This is in contrast to São Paulo, where police lethality has dropped since some units began wearing body cameras (after the raid in Jacarezinho, Rio's state assembly ordered police to implement a 2009 law that mandates their use). São Paulo is introducing anti-racism training, though this has had mixed results in other countries. The black lieutenant-colonel who is leading the effort, Evanilson Corrêa de Souza, is unwilling to blame racism for deaths in "terrains where criminals are armed to the teeth". Police "go into favelas with the mentality that they will kill or be killed," he says, pointing out that black officers make up a third of the police force but two-thirds of officers killed. "We're killing each other. " Racism isn't a policing problem, it's a societal problem, he says.
In the meantime activists will keep pushing for change. Last year Ms de Paula and Thiago Nascimento, a law student from Jacarezinho, helped found LabJaca, a think-tank geared towards favela residents, to track covid-19 cases and urge people to take the virus more seriously. After the raid they changed their focus, organising a protest and releasing a wonky video showing how many school uniforms could be purchased for the cost of weapons used by the police. But few businesses were willing to support LabJaca's new campaign.
A month after the raid, a friend of Ms de Paula's was killed by a stray bullet. Kathlen Romeu was 24 years old and 14 weeks pregnant, with a degree from interior-design school and a new flat in a safer part of Rio. She had returned to a favela to visit her grandmother when she was shot by the police, witnesses say. Ms de Paula went on national news to denounce the killing. The next day her co-workers swarmed her. "We saw you on tv," they said. "You're famous!" Tens of thousands of strangers followed Ms Romeu on Instagram, liking photos of her baby bump. "You can say all 27 killed in Jacarezinho were criminals," says Ms de Paula. "But an unborn baby?
