Actuallyl, it is a monument to a war that Thailand lost in 1940 but were saved by their Japanese friends. It was the war against France for land in Cambodia that the French had taken from the Thai in the West, ie. Battambang and Siem Reap (Angkor what). The Thai went to war and the French sank the Thai fleet over the coast of Cambodia losing their only battleship to the French cruiser LaMotte Piquet. At that point the Japanese intervened, stopped the war, and declared the Thai the winner. If you look at the dead honored around the base of the "Victory" Monument you will mainly find the names of dead Thai sailors and marines.
