I just add from my part that I have used Tinder many times in Budapest when I was there and so does one of my friends who is older than me. We got a few matches. And I have had a few dates from there but it's more like nice little hobby and nowhere near any gold mine.
There are some who look like prostitutes from first sight and then some other "Instagram posters" who I got matches with but they feel suspicious and I have stayed away from those and so far I have not been scammed.

And in short, my answer to your question would be Prague!
Then detailed answer:
- Privats / apartments? Prague, since Czech style privats are illegal in Budapest.
- Quality of girls, lineups etc? Prague. Also in Czech some privats allow lineups where you could choose a girl. In Budapest this is not possible.
- Club scene? Prague! Again Czech style sex clubs are illegal in Hungary!
- 100 euro budget? Yes, Prague and Budapest both.
- Better chance to score local non-pro? No one can answer this, it depends how good you are with women.

And dollar value has weakened so much in the last couple of months that I could also update the original answer. 30000 forints is currently about 91 US dollars (or 78 Euro). And another regular price in Hungarian escorts these days is 40 K = 40000 forints that is 122 USD (or 104 Euro).
