I went to Izmir in 1996 on a US Navy ship. Yeah, me and my friends went looking for hookers in every port. I imagine this place that we visited doesn't exist anymore. Maybe some knows what happened to it.

But in Izmir there was an area was 1 or 2 city blocks that was separated from the public areas and you had to go through a gate that was run by either police or security. I can't remember which.
