Also you could try to search for "cdo" which most people insist on using to refer to Cagayan de Oro city, but I do not belive 3 letters are searchable.
Considerate posters might spell out and then abbreviate (per Chicago Manual of Style) as in: "I was in Cagayan de Oro (CDO) last week."
I believe I have always done this, so you can enjoy my posts and miss the others, haha!

If you are visiting Bacolod "For more than the girl" as you put it I would think twice. Bacolod is a smallish city and there is nothing to do there with the exception of visiting the SM mall close to the water or the usual Gaisano and Robinsons malls.
You could head to Lacson Street and walk around the park in front of the Museum and and feed the fresh water talapia. Vendors sell puffed rice in various colors for a few pesos. Many locals can be seen feeding the thousands of fish that are fattened up and netted on a regular basis to provide food for inmates in the Negros Jail. There is usually music playing in the park and sometimes you can catch the unusual and funny dance preformance of a LB that entertains the crowd in a ragged pink dress for a few pesos in tips. Think Vice Ganda mixed with Michael Jackson and add in a splash of Bigfoot and you get where this is going.
Bacolod does not have white sand beaches, and the closest will be a 3hr hired car drive from the city. So do not go there if you want nice beaches or resorts. I have stayed at Palmas Del mar, a resort very close to the center of Bacolod and it's located on the water. No beach but it does have a nice pool. A very basic place with low-flow shower heads so low-flow you will have to jump in the pool to properly rinse the leftover shampoo. The hotel food sucked and the hotel does not provide anything but a small travel sized bar of soap and no bottled water in the rooms.
As for hotels in Bacolod city I usually stay at L' Fisher on Lacson street. It is run-down and old by western standards and the price is expensive for a city in the Province but the location is good. The new addition of the roof-top pool is a plus and the bistro pool side serves good food with some excellent pizza baked in a wood fired oven on the roof top deck.
Bacolod does not have it's own airport, as the old Bacolod airport closed many years ago when the new one opened out in Silay. When you arrive at the airport there are no taxis waiting to pick you up. You will have to negaotiate with locals who use there SUV or cars as underground taxis. The going rate is 500p to the first part of Bacolod, and 600-700p for destinations on the other side of Bacolod. Many drivers will start at 1000p, so up to you how much you want to pay. You can walk outside the gate and find a V-hire that will take you into Bacolod and locals pay around 100p per person but if you have luggage you might have to pay double and most V-Hires will not leave until all 13 places are full. If you arrive in the rain prices will be increased.
Taxis from Bacolod are only allowed to drop off departing passengers and usually are never allowed to pick anyone up. This is so the local officials and OC all get there cut of your pesos. Just a tip but usually the driver will make small talk and ask you all sorts of seemingly harmless questions. The answers you provide can come back to bite you. IMHO give as little info as possible while still seeming like this is not your first time in Bacolod. When you exit the terminal you will be noticed right away and many people will track you and remember you during your stay. Bacolod might seem like a big enough city but it is a small place to the locals and you can avoid alot of trouble by keeping a low profile.
There are 15-20 gogo bars located in what is known locally as the "Goldenfields" area. You can barfine and take out but go early as all the best get picked quickly. These are bars for locals and when the few foreigners come in you will often not be viewed as a prize catch, but possibly pissing off her local clients who sit and buy lots and lots of LD's. Never barfined in Bacolod so can't comment on the service.
One word on the girls that can be found in Bacolod is, caution. From my personal experince most girls from Bacolod will say and agree to almost anything in chat before you meet. Most are just thrilled a foreigner will come to visit them they will tell you want you want to hear to get you to show up. Once you are there they will change there story and tell you they never agreed to go with you to the hotel. Most will just use the occasion to brag to friends and family and show off without any real intention to go to your hotel. Sure there are exceptions and again YMMV but I mention this just as a word of caution. Also I have found alot of scams originating from Bacolod girls, with the majority very skilled in playing mind games and I would not trust any of them as far as I can throw a Jollibee Yum burger. Once again YMMV.
Almost the whole month of October there will be Masskara festivities ongoing in Bacolod and the week of the major parades hotels will be fully booked and traffic will be one massive gridlock with many streets around the downtown area closed. Avoid Bacolod at this time if this is your first trip as all the girls you have lined up to meet will disappear or be busy with friends or family at Masskara and will flake on you.
Be aware that there is more than one place called Cagayan. I know of two, Cagayan valley at the northern part of Luzon and CDO in the NE part of Mindanao.
Others have guessed that you mean CDO, a nice city with some hanky panky, but if you are pulling a place name off of a gal's DIA profile, you may be on the opposite side of the country.
Info about CDO might also be found in the Davao thread or Dragon Slayer's private section. X.

This province is not to be confused with the CITY of Cagayan de Oro (aka CdO) and rarely but sometimes just called Cagayan which is the major city in Region 10, Misamis Oriental, on the northern coastline of Mindanao.
If you mean CdO, scroll through back post on this thread and refer to posts here by either GoodEnough or Barba. Dragon Slayer has a fair bit to say about CdO on his thread too.

Anybody have any general information about Naval, Biliran in the context of bars, restaurants, things to do? Given its size, I'm sure the female scene is quite limited but I will be closely guarded anyway so the girl scene isn't that important. Decent food and a safe bar are important. Are there even any expats in the area?
Slippery, you are likely to be out of luck when it comes to bars and restaurants in Naval. I was there for a couple of days, two years ago.
Only half way decent restaurants are located a few klicks out of town in two resorts. It's a small town with very few foreigners in evidence.
A couple of bars frequented by locals only. Naval is typical of isolated, small town Philippines. We don't know the rules and don't know the
Local power structure. I would suggest keeping a low profile and watch your back if you are intent on sampling the night life there.

She was the girl you could find buck naked laid on the bar during the infamous Wine and Cheese parties there.
