The UN has a history--not only in Cambodia--of establishing some of the most poorly managed development programs in the world. There are several reasons for this, one of which is the propensity of those in charge of UNDP, which funds many of the programs, to select from a third world "old boys' network" of consultants to direct the program. The consultants are highly unskilled, very often incompetent, and often interested in things other than the programs they're supposed to be administering. Another reason is that the UN pays such lousy rates that the only people it can attract are those who cannot find work with the better paying, more demanding bilateral and multilateral development agencies.

I went last week with my GF to Luxury World Hotel for diner. This hotel/massage/sauna/karaoke/restaurant complex is located on street 200 I believe, off Monivong. It is run by the former world-famous "Great World Massage" team.

The place mostly caters Asian customers. We had a very good diner on the open-air restaurant on the last floor and then went down on Sd floor to pick-up a massage girl for a threesome. About 50 girls in the fishbowl with Khmer, PRC and Viet girls. Very similar to GW in terms of variety and quality. They have 2 floors for massage/sauna with some VIPs room but I only checked the first one.

We picked up a nice Khmer Girl with big tits and nice rack. My GF knew her from her previous life (they worked together before...) and off we went for a very nice and clean room for a full night of naughty massage and suck and fuck action. She was definitely very experience, absolutely not shy and the idea of fucking her friend's boyfriend seemed to turn her on quite well.

Yes, I know exactly who you are talking about. She came up to me like a friend, and started chatting to me, then asked what kind of girl I like. I was too horny, and ignorant to tell her to (*&^ off. got back last week from two weeks in PNH and thought I should provide a short summary.
Phnom Penh is changing quickly as those of us who visit frequently can sure confirm.Regrettably the city - and the whole country of Cambodia - is loosing its particular charme and getting more and more NGO friendly and rip-off.
Girls got pushy and a number of them demand unreasonable fees. Almost all of them will try to tell you those stories about sick relatives, dead buffalos etc. Needless to say it's almost always a lie.
Still, there are a few decent places but one has to know his way around. My trusty Tuk-Tuk driver Hen kept me out of trouble and got me all I wanted without asking for more than his 10 USD/evening flat fee (and he DOES have to do quite a bit of driving for that). Gave him a 50$ bonus before I left as appreciation for his honesty and courtesy which I normally never do, LOL.
One needs to look twice at girls from Martini and Sharky's now. I found that I better give them a short-time test pop in a nearby guesthouse before taking them for the night - that will prevent some serious disappointment !
There are some older girls now hanging out especially in Martini's and Sharky's, their service is MUCH better than those 18+ Viet chicks.
Advice: Avoid girls which are on Yaba (Crystal Meth) like the plague!
In my second night I banged some 30+(real exception) named Raina from Martini. She was clearly 30+, tall (1.75), big provocative boobs and a real good lay.

What I like about the LCC girls is that they are really fun to be with and never tell you any b/s about sick relatives and so on.

Wanted to look for "Orange girls" but got warned off by my trusty driver Hen... he showed me two guys with digicams actually waiting for their NGO-paper cover shot.

Stay away from the monument area, it's not worth it !

Mama-San in Martini still gets me a good selection of girls of my taste. Treat her with a drink or give her a 5, it's worth it. Tip the barkeeper in Martini, he'll give you some pretty good advice if you ask nicely.

Tried my luck with a stunning and sweet waitress in the riverside cafe - angel face, super figure and long brown hair one could die for. Took her out twice but didn't get that far...obviously she was kind of exceptional, no demand for money but she wanted some kind of commitment which I'm not willing to give, LOL.

ZanziBar and Shanghai were still a waste of time.

Met a goodlooking Philippine about 35 who is Manager of some kind in a local garment factory. Took her out for dinner twice and banged her whole night like mad, 2nd night with her Khmer colleague. She's horny as hell but obviously has problems to get hooked up there, LOL. Safe to say the best f*** I had in years and even without charge :-).

Summary: Phnom Penh is still worth a trip - if you know where to go and what to look for. Don't be shy to say "no" and make clear what you want. Almost everything is on sale in Phnom Penh for $$$.

Unlike Thailand it is usually not advised to show too much of decency and ask the girl for breakfast. Cambodian girls are used to be treated like dirt, so regrettably they hardly appreciate a bit of friendliness. That being said please don't make it a general rule, there are also sweet and lovely girls but they're hard to come by, especially in our circles, LOL.

All in all - Tip well, stay calm, avoid to get into arguments. Leave you wallet and valuables in the Hotel room safe and carry only cash for the night.
Use a permanent Tuk-Tuk driver, that'll pay off.
Being a bit paranoid in PNH doesn't hurt the least ;-)

Since I am done with my 08 annual leave I will likely go back in Feb or March 09 - planned to go to Saigon first, then Thailand for holiday and a few days senseless banging in PNH again. I'll be interested to read here what will go in in the meantime in that still fascinating city.
Anyone knows whether Laos and Myanmar is worth it ?

One more thing: It pays off to have a mobile with you and collect the numbers of the girls you like, or to call your Tuk-Tuk driver.
Problem is that you can't get a prepaid SIM-card any more in PNH without a copy of your passport and I am not willing to provide that. There are NO reasons to give anyone except the hotel and the immigration guys your passport!
Simply ask your Tuk-Tuk driver or a girl to get you the card with their ID. Cost is 3 to 5 $ (although sometimes there are free promo's) and 5 $ top-up will last you two weeks if you make no overseas calls.
Avoid carrying flashy phones and especially PDA's or Blackberry's in Phnom Penh. I use my old Motorazr for that purpose which is no loss if stolen.
You do need a triband phone at least, though, or buy an older Nokia or LG locally for 20 $.

When I was there earlier this year, prepaid SIM-cards were easily available in the street of the market near the river front (Phsar Chas/Street 13?) for a few dollars.
