Government / cops there are pretty relaxed about prostitution even within those city limits, but they won't approve business licenses for anything like the German FKKs. I would say for the simple reason that most Americans are pretty double faced about that subject. Most American guys will love to go to something like FKKs but don't have balls to openly supporting it, unlike German guys. Kinda similar like we read here so many married American guys keeping FKK trips under the rugs from their wives or girlfriends. Until Americans become more culturally open about sex, I doubt there will be any FKK in America. There is a hope though; a lot of millennial and gen Zs are becoming officially polyamorous.

I hold hope for Oregon and Washington, possibly California. Concerning Hawaii, it may complicate things. When I was younger, I met several Japanese women who went there to gain sexual experience before their marriage. Anyway, jibes aside, I agree FKK style clubs in this country are next to impossible in my lifetime at least. I don't see any signs the country as a whole is prepared to go there. As for where I would put a new plant, it would be still in China -- a choice most CEOs are still making today.

ISG members would bash both ideas above but then again the average ISG member is neither a CEO nor really responsible for starting any new plants and factories in a profitable manner.

But I agree with the rest of your post though, to an extent. Local laws matter. If it is a low key localized legal prostitution, I am with you. But an FKK style club will be too high profile anywhere in the US and will quickly become a national issue.
