the page is written in a way that indicates that some christian extremist philippino wrote it:

Before jumping in, state where you want to go. He should give you a nod and jump in. Be sure he starts his meter and it should read 35 bt. At night, with no traffic, you would be hard pressed to have your meter go way beyond 100bt unless you are some obscene distance from nana. I've seen some private cars, even with a taxi light on top parked at the side of road. I wouldn't use them but know people who have. More expensive, more intended for tourist or day trip.

-Don[/QUOTE]If you are talking about BKK Airport, not a problem, I ALWAYS get my hotel to get me a taxi that uses the meter, not one sitting like a Vulture out in front of my hotel, and I tip the driver 50-100 baht depending how much luggage I have,

NO traffic then but I pay for the expressway anyway, Total will be 300-400 baht with tip.

So at 4am, take a marked cab, you're safe. I won't pay for toll road though. At that time, you probably just as quick without. It won't break the bank if you take toll but unnecessary.
