It has been a few years since I posted hear and I have noticed how the format of the forum has changed.
I am looking for a list of bars for Bangkok.
Can anyone please supply me a link to somewhere on this forum where I can find them and maybe with a guide price.

If catch the taxi upstairs that has just dropped off customers, you avoid the 50 Baht surcharge, and also driver will be so happy to get another customer immediately, that he will be more than happy to agree to the meter rather than a long wait.
5-600 Baht is just speculation. Never ever costs even close to that. Maybe I arrive at the right time of day, but it never takes me forever to get there either, given a sensible route. Lat time arrived midday on Saturday and no problem. If you were to leave airport at 7 to 8AM on a working day, I appreciate that it may be bad. Fortunately my planes usually arrive earlier than that before very heavy traffic gets going. In that case (7-8AM) the sky link may be worth while.

I had one time a taxi where the meter spun faster than the car wheels. It was 600 B when I reached Suk. I just paid him 300 and told him to call the police if he wanted more. He left. Another one, the guy wanted to fill up his tank. Took him over 2-3 miles (out of the way) to find one. And he kept that on the meter. Also, I have noticed that the 50 B surcharge is not always collected.

If there is an accident on the toll toad (which happened to me) it took twice as long and the fee could have been 500-600. Not speculation, but fact based upon the time and meter rates.
If they offer 350 including tolls, that is not a terrible rate. If it is that important to think you are going to save a buck, do it your way.
I had major fun during my short stay in Bangkok this past weekend (reports to follow). However, the downer was that Insomnia was closed on Saturday night. I went there after making rounds in Nana plaza with the intention of ending my night at Insomnia (and maybe picking up a stunner there). But that wasn't meant to be. I was told that the closure is permanent (for now) and was a result of the new political bodies in Thailand (and Bangkok). Such a shame!

After some 2/300 he tried to activate the meter but this did not move.
I started to feel nervous as I was anticipating a cheating that I would have blocked as I knew "my rate" to Suk 33.
I tried a couple of times more, feeling sorry for the meter that did not work.
We went through the toll gates, that I paid.
When we arrived at destination he asked me the usual fee, spot on! I added a 50 Baht tip to prize his honesty: the meter really did not work!

350-400 is a price that allows the taxi to make some extra profit. He may avoid the toll gates to boost his profit. I prefer to pay tolls separately when needed. He then gets 250 Baht or use the meter. Perhaps 350 is close to the mark including 70 Baht tolls and airport surcharge of 50.
Okay I did not allow for the most extraordinary of circumstances. I have not experienced totals in that realm even with delays.
"Could have been", and "fact" are somewhat self contradictory expressions. I can see however, that if you know the exact flag fall, rate per minute when stationery and rate per km, you could calculate it. So what are these rates currently? Perhaps you could show a calculation and how much wasted time was required to rack up such a high total. Then we could accept it as virtually fact.
I am not sure exactly, but I know the price per stationery minute is actually quite low. The taxis always complain about that one and how little they make when stuck in traffic jam.

The first was a driver who didn't turn on the meter until prompted to and then the damn thing had both the time and distance counters going. Double-dipping was bad enough. No way was I going to become the third dip. I knew the correct fare and paid it pointing to his faulty meter. He gave a dumb-shit smile and accepted the money.
The second and far slicker is what I call the Happy Idiot Driver. This guy was older and was taking me over the river by way of one of the Bhumibol bridges. The key is you have to turn off midway and he didn't. Oh silly him! He missed the turn. All the way to the end of the bridge and eventually find a you-turn. Silly him missed quite a few turns since silly him didn't know the fuck where he was going even though he said he did. Truly a masterpiece of acting the Idiot, really. I ended up paying the inflated fare just because he took the Art of Idiocy to an amazing level. Sometimes you have to be impressed.

Distance from Airport to Soi Nana is just under 30km (I got that measured by Google Maps Directions feature). Tolls 70 I guess and airport Surcharge 50 (can be avoided). Its also a little less distance if you stay around Asoke or Soi 33 for example. I often avoid both the surcharge and the Tolls as motorway underneath is very good if going to higher Sois in Suk.
70 + 50 + 35 (first 2km) + 45 (next 10 km) + 40 (next 8 km) + 55 (last 10 km) = 295 Baht (remember can be less if avoid the 50 Baht surcharge and / or the tollways)
How much stationery time would be needed to rack up 500 Baht? And 600 Baht?
(500-295) /1. 25 = 164 mins stopped (thats nearly 3 hours extra above the fast trip time of 30 mins e.g. At 3AM)
(600-295) /1. 25 = 244 mins (i.e. plus 4 hours)
Now we are starting to talk facts unless I goofed the calculations.

my third time in thailand, and also my third in bangkok.

I have no idea how he arrived at that number, though even at 10, 000 encounters that is over 27 years of BB sex every day with only a 50% chance of HIV infection.
I have read the 1 in 2000 figure is from a study or studies re the B type. This amount is found at the link I already provided.
My post {number 15046 from August 19 of this thread} disagreed with your numbers and explained why. BTW the same post, from the same date, was also copied onto the Safe Sex in Thailand thread at the request of the moderator.
