It took more than 8 trips (not kidding) to Bangkok before I set foot in Pattaya as all I heard was, it's a hole and doesn't welcome Indians. Guess what, since that first trip, I made more than 10 exclusively mongering trips and none of them anywhere else except Pattaya. Don't I love it?
I am an Indian too. Old (late forties) and bald, but a bit athletic built and a bit of money to spare and if you are younger and better looking and the money you said you want to spend then you have it. A few points to note though. Everything that follows is with an Indian perspective so may not be applicable to others.
- Scout through ROD for detailed reports by bro Adrenalin Rush- should be two or three years old or so but the links can be found easily. Great info especially for Indians.
- I always hunt alone as I am comfortable that way. I believe a couple of guys or a group of Indians can probably put off many options. Seen it happening but not necessarily everywhere. Many places it's easy to get in as an individual but a group of Indians could find it tougher. Already two of you. Don't pick anymore.
- Dress appropriately and be well kempt-some of the worst ones on the beach road and walking street are our brothers. Yes other guys are too, but when you are not the preferred type we need to do better.
- take a break from our usually practiced bargaining methods- yes we need to get the right price but we need to know when to pull off and move on rather than push them to agree to what you want- seen it happening too many times on the beach road. We are not bargaining for a thing but setting a price for the time together. Be nice to them.
Lets face it. In spite of whatever we do, there will be places and there shall be girls rejecting bluntly and it hurts- the thing is how quickly we recover and move on and not let it spoil our entire day. I have been told "members only" at some places and some girls outright rejected drinks when I offered them. That includes lady drinks at agogos- the girl didn't bother to get down the stage inspite of mamasan intervening- The point is, would we enjoy an evening with her? - probably money saved? Only if and when I happen to find a gem suddenly). So if a bald, old bugger can do it you can too. Just take it easy, keep smiling, be nice to the girls, make them comfortable and pay well. The real disadvantage is at getting the girl, but once they know you and find that you are a nice one to be around they will enjoy and you will have a great time. Once you keep going to the same place they will definitely warm up to you. Almost all girls (except two or three) always wanted to be back with me the next day. The point I am making is, yes its a bit difficult for Indians to start with but once you understand the perspective you can have the same fun too.
Never forget to move on, if a couple of things don't go your way. There are too many options and in my more than 90 nights and days there I barely scratched the surface. Being rejected is part of the learning but it does help to find another way. Have fun brothers.
As for Phuket I haven't tried it as I haven't got tired of Pattaya yet. My sincere advise, don't put off Pattaya just because of the Indian thing, its a small? For too much fun to be had. Get in there, take it on and have it all.

I have faced similar issues and it should not affect any particular monger. Discrimination in one form or another is prevalent in all of Thailand (with particular focus on Pattaya) yet if one can take a few rejections in their stride and hear a few "members only" and move on, the girls who one eventually ends up with are great fun.
As stated, dressing well, paying a good price (and not going overboard or undercutting) helps. I too visit Pattaya with a friend, however, for Go-Go purposes I believe you may need to approach them alone, chances of gaining entry are better.
Also, soi 6 bars and bars elsewhere (not Go-Gos) in Pattaya are also very welcoming to Indians and yes, at times, gems are to be found there as well.

I think Desp Xpat is right on. I would emphasize the following:
Avoid going to gogo bars in groups, no more than 2 people together. Behave as if you were an important customer. Dressing well is not as important as being generous. That's really the bottom line with working girls. The more generous you are, the more they like you and the better service you get. Keep in mind that the bars are businesses, so make sure you spend some money there. If you don't drink alcohol, buy some ladies a drink.
And, of course, never bargain, ever. If you don't like the price quoted, just walk away. I've been to Pattaya close to 15 times over the past 10 years, and I have followed the above advice successfully.

Personally I don't bargain. I know what the market price range should be in a particular venue. It is generally a bad sign if a girl is asking for more. I respond to a high price with an exaggerated expression for comical effect and then I tell the girl, "I can not. Too much. I have given a very low ball initial offer, it may sound very cheap charlie types, but I have offered THB 1000 and it has been accepted both times.
