It's a rolling 365 period. So no. You can spend the new year in country.

Only to find out he had to fly out (anywhere) to Panama for a few days and then return after Jan 1.

Stayed only one night because it was a bit runned down for my taste. Tequendama Suites is much nicer. The area around Museo Nacional is fine in daytime and early evening. Late night, keep your awareness about you. Although I regularly walk very long distances in the day, I would not walk SF to this hotel at night.
IMHO, these are the best weeks of the year to be in Bogota. Festive mood for everyone and there are many chicas looking to get holiday money, so the supply goes way up. And in my opinion lots of talent.

The Suites area is not dangerous at night tons of guards and soldiers there 24-7.
