Some guys tip and some don't, and there is still plenty of willing girls out there today.
In regards to tipping, I think it's important also that we are talking about girls from the bars, not freelancers and street walkers.

The overwhelming consensus amongst bm's is exactly what you have stated "barfine + tip" and the tip being optional.

Before I go to a new place I use ISG to tell me where the pussy is. I read the many reports and dissect them learning how different people are doing different things. When I arrive on location I get a feel and I am able to make my own way of doing things. If it is fine for me and fine for the others involved then nobody else should have anything to say about it. If you want to tip 1000 piso and that works for you then so be it. If you don't want to tip and that works for you and the girl then so be it. If the girl wants to fuck you for free then so be it. But I tell you one thing. The guys that I know who live in AC would not think about giving a hooker the money that guys on this board talk about.
Living in Pattaya I have never paid a bar fine. If I go into a place and see a girl I like then I ask her when she is getting off work because I am not paying a bar fine. 3 am? No problem. How much you want for long time? 3000? No. I will give you 1000. I live here. I am not a dumb tourist. The girls always tell me that I know too much and want to see me over and over again so I must be doing something right.
My way works for me. I am not saying that my way will work for you or that you are going about things the wrong way. It is up to each monger to take something from everyone and incorporate the ways into his own style.

Yes, strictly speaking tipping is optional. There's no law that makes it compulsory. But it's just a matter of decency.
No need to spoil the girls but a 200 to 500 P tip depending on her service and the amount of time she spend with you is normal and very much appreciated by the girls.

I have never had a BG runner in AC. I always explain to the girl upfront how much the tip is per boomX2. Some girls are not good at multiplication but sure can add fast! I have had some great LT nights and been completely drained. According to what has been posted here then I tip generously but if you figure "price per lb / kilo" I am getting great value. The bf and tips does not affect whether I eat or not. But I am sure it has a tremendous effect on their lives. I budget accordingly for a great time. Most AC girls are here because of survival. They lack skills and / or job opportunities.
What I "generously" tip does not throw the market into an undue tizzy! Which I couldn't care if it did. A tizzy to some would be an increase of P50-100. My way is to not only tip but show respect to the girls. It has worked for me.
BTW, IMHO Cheap Charlies did not build this town. I don't think any girl in her dreams ever came to AC to meet CC's. The 80/20 rule applies here too.

Some guys don't believe in it for one reason or the other but are these same guys obsessed w / saving money.

In Makati and EDSA, the mamasan will tell you that the barfine is X pesos, and you need to tip Y pesos to the girl in the hotel room. If you don't tip the mandatory amount, I am assuming you might get your ass kicked by some goons (or at least be yelled at by the girl).
In Angeles, the mamasan / head waitress will not say anything about a mandatory tip. Nothing will happen to you if you don't tip.
But I am assuming (assume because I almost always tip) the girl will frown or mumble something under her breathe as she leaves. The problem is that if (maybe) 50% of the girls get a tip, then she expects / wants a tip.
If the old days (2003) , when I gave a tip, the girls seemed surprised. They also seemed surprised when I told them to go early. Sorry, I'm one of the guys that ruined Angeles.
Speaking with several girls (YES I know, girl's BOLA; how do you know when a bargirl lies - she moves her lips, etc), it seems the biggest tip many of them get is 500 pesos. They probably will be happy with 200 or 300 pesos.
Girls don't earn that much. Girls get a salary of around 200 pesos, plus drinks / commissions. Probably several hundred pesos a day. They get a little less than 50% of the barfine. With a barfine of 2400 pesos, she got I think around 1100 pesos.
Since we're on this subject.
The waitresses make even less than the dancers. They get a lower salary. They normally are not barfined often, because many of the are older chubby moms.
At the bars, the waitresses either gets a station area, or they get a customer. They might get (at the most?) couple of hundred pesos per night in tips (depending on which bar they work at). They definitely rely on the tips to supplement their income.
Not everyone tips.
Once when I left 5 pesos, she frowned. They seem to be happy with 15 pesos. They are definitely happy with 20 pesos tip.
I don't believe the Philippines have a tipping culture for normal establishments. I believe it might be different at the high end places, but not sure. But the Angeles scene is turning into a tipping culture. Blame the Americans. I even see Europeans and Asians that normally don't tip in their home countries tip in the Philippines and Thailand.

I am sonewhat amused but also concerned about the tipping FRs. If you spend thousands to get to AC (wells ay $800-1500) and then quibble / boast over $10 you are a CC IMHO. Why are we proud to boast about not spending an extra $10 on helping a girl for whom that extra means a lot to her / her family than it does to you (unless you are a real CC).
As DG (and many others before him) have said, be respectful, tip, as it pays in the long run. If all you want is a quick cheap boom boom fine, YMMV etc, but don't boast or be proud about being a CC and not showing some respect / decency.
