The arrival testing is not random. Arriving passengers must present a test result no more than 5 days old or submit to testing as a condition of entry. The testers collect the passengers' address, telephone number, and e-mail address before the administer the test. Passengers who test positive are told to quarantine for 14 days. Passengers who test negative are sent on their merry way.
My understanding is currently arriving passengers are checked randomly. If you are picked for a test you may opt out if you have medical proof that you are COVID-19 negative they will accept. My understanding is they are rapid response blood tests being conducted in the airports.
Currently (the day this post was written) Monday. Friday ("toque de queda" as the P2 man explained means curfew) is from 5 AM to 7 PM. On Saturday and Sunday it is from 5 AM - 5 PM.
You are welcome for my response. Enjoy your retirement and your trip. LOL!
