Depends on the season. My problem happened in February, and it was full again in March when I was back again.

This afternoon I just stopped in for a Coke and to rest for a while. I sat at a table with a couple of girls sitting there and started talking with them. Shorttime at WA is about $10 and if it was indeed "up to you" thats what you SHOULD have paid. Even the brothels are trying to get $10 now but it IS available for $5 EVEN THERE.
PERSONALLY I don't really CARE - BUT - IF they get used to higher payments, that will become the NORM. Remember - barangs pay probably 3X the Cambodian guy prices anyway so paying 10X or 15X isn't particularly good for the locals

Even the Soi 6 uglies want and usually get B700. And while it's true that Cambodia is much poorer than Thailand, for many goods and services (including even simple food stalls) that doesn't translate into lower prices. So I'm not sure how useful that particular comparison is.
But yeah, people on forums like this one have no excuse for not knowing the market rate. My feeling is, pay whatever you want, but at least KNOW the going rate.
