Find out who ordered the Royal Thai Irrigation department not to empty the reservoirs at the start of the rainy season and you will find who put in motion this problem.
We all know the Bangkok Governer (Democrat). Refused to do what the government told him to do when the waters first started building up. It is him alone who refused to drain it off earlier.
