Attackers are put off if a person is muttering or talking to themselves when walking alone.
I always hold to NOT running in a quiet area but walking briskly is OK.
Also, these days calling for "Help" may not bring help, calling "Fire Fire Fire" still draws a crowd (of hopefully helpful people).
I wil be back in AC in January, so looking forward to it.

As of 11:00 am AC time, December 9, light showers and grey clouds. 75 degrees.
I don't know about Manila airport but if incoming flights are already in the air they will land. Somewhere.

The local name is Ruby. For those who need a reminder, the Philippines names its typhoons in alphabetical order, so Ruby is the 18th typhoon of the season.
For those who need more coaching, Yolanda was the 25th last year.
I would think all international flights are back to normal as the effect of the typhoon (or tropical storm after it was downgraded) was quite minimal in Manil and it is clear in Manila now (midday on Tuesday 12/9).
