I can't tell if your grocery store is US or Tijuana based. For me, best rates are usually Cambios next to 7-11 on San Ysidro Village road or ABC cambio just north of KFC fast food spot next to 7-11 (just north of PedEast / Trolley).

If the US dollar is dropping fast in value (eg from 19 to 18 in 24 hours) then Tijuana cambios becomes more attractive and will be withing a half point of US cabios with no commission.

I think the less desirable ones have quoted me a bit less, but the the more attractive ones who use the nicer / cleaner motels start out at 300. I never thought to negotiate lower than that. I'm going to have to give the 200 pesos offer a try and see what happens.
