Scuba Diving and diving of the other kind..
I don't think there's any perfect location here that offers great diving and great night life. The closest may be Davao, where the diving is decent, but not great. There are lovely coral walls with good drift diving at 25-35 meters, with interesting tropicals, but no pelagics as these have all been killed and eaten. You can see turtles, barracudas and the (very) occasional whale shark, and there are a couple of wrecks at about 35 meters off Pearl Farm. As to the nightlife, it all depends what you're looking for, Davao has lots of P4P-type bars, but not nearly as many as Cebu or Manila, and it has dozens of venues in which you can hook up with non-pros.
For me, the diving in Cebu is better than in Davao, but the dive sites are an hour from the nightlife which is a total pain in the ass. In Davao, you can get from the center of the city to the dive boats in 15 minutes and you can go out just about every day.
In short, there are better dive locations than Davao and there are cities with more and better nightlife, but I think Davao is at or near the top of the list when it comes to combining the two.

Here is a run down of some scuba diving spots in P. I. ;
PUERTO GALERA. Sabang---night diving available.
Canyons--challenging dive with split reef/strong currents.
Washing Machine (near Verde Island)--fierce currents, advanced divers only.
GIRLS. 6 discos/GRO bars, a few hundred girls. Big Apple Bar, many free lancers, lots of pressure to buy ladies' drinks (200 pesos each), GROs do not receive salary. Bar fine 2, 000 pesos; 1, 000p to the girl and 1, 000p to the bar.

CEBU.
Bohol (island) 2 hours from Cebu.
Panglao Island Alona Beach, good reef and healthy coral, a lot of reef fish.
No girls here but you can go to Cebu and plenty of pussy there. In many ways, you will find the bar girls in Cebu very desirable and somewhat more attractive than the AC girls (JMHO).
Moalboal excellent reef and a shit load of marine life. Under the water, the vertical walls go down 60 metres, there are many ledges.
Not too much girl action, best to bring your own girl. Some free lancers go there from Cebu City, there are some small bars next to Last Filling Station but if there a lot of scuba divers you will have plenty of competition. Depends on what time of year you go.

There is a night life and girls are available but not like AC. Go to the university it is very big, go to the library and seek help from the girl students. Go to the Mall and try your luck, nothing ventured, nothing gained.

Seeking Info for April Trip - Report will Follow
1. Hotel Options - I will be in Philippines for 5 nights arriving on a W at 11pm and returning early the following Monday morning. I am considering stay W-F at the Hyatt in Malate and then ST-SN at the Marriott Renaissance in Makati. Would appreciate input on whether this is a good plan or if better to just stay at one hotel. It hard to tell on maps how far apart Malate and Makati are. I was thinking the Hyatt since it has a pool and the other doesn't appear to have one.
2. Arriving at 11pm - By the time I get baggage, taxi to hotel (what should cost be?) will I have time to go out on W night? If so, what is the best option/venue?
3. Nightlife Location/Cost Factors - Reading the reports it seems like Makati is more high end than Malate so I am wondering what the current pricing structure is for say.
4 beers and a beatiful woman till morning. It seems that some bars require that the bar be paid to take out a girl, is it doable to just get there number and have them come over the following afternoon? Also, is the quality of the women that different between these two locations?
4. Daytime Activities - Some of the reports refer to the possibility of going to the malls and meeting girls during the day for afternoon fun? Does this really happen and if so what are the best locations to explore?
6. Daytime Activities/"Must See" Attractions - Are there any places to definitely not miss, ie, manila bayfront, manila zoo, etc?
