What you photographed is very typical of most areas in the Philippines.
My experience, after 15 years of living and working here and travelling from North to south, is that the Philippines has some of the most beautiful yet diverse scenery and outdoor experiences of anywhere in the world. It is a genuine island paradise.
I wholeheartedly concur with your views about most areas being distressing for anybody who likes the sounds and bright lights of suburbia. I spend around 3 weeks each year in my wife's province and I ensure that I have a heap of books and a loaded Kindle before I go. It is remarkably tranquil, peaceful and recuperative (for 2 or 3 days) but after that I go crazy for something to do other than sitting on the porch reading and counting gecko farts.

Some time ago there was a 'ban' on MP's in and around Cebu City that provided, advertised or endorsed lingam massages. The Cebu City council used the excuse of health permit renewal to make lingam massage a no-no without having to pass a law. Since the 'ban' alot of independent MP around CC have withdrawn any written material that deals with lingam and leave it up to the provider and client.
In the link you provided, lapu lapu city health is trying to regulate a MP location "Chuva Chuva" that is located within Cebu City and regulated by Cebu Cith health. Clear case of one section of government trying to impose there will over another.

Freelancers purged from Sabang.
Prior to 4 days ago Sabang had an ample amount of colourful freelance girls. Walk into Big Apple any night and there you would find freelance / independent girls playing billard, drinking, talking to tourists and expats. Having fun, flirting. Those days are finished now. I was in Big Apple last night, now you will find 20 men and the only girls are the girlfriends of a few of the men. Walk the lanes from Smaller Laguna to Tina's restaurant and you will not see a single freelance girl day or night. Over night the hunting / freelance girls have disappeared from Sabang.
Context:
As you may recall about 6 months ago the girly bar owers were given permission by the Barangay Captain in Sabang to raise the BF prices to 3K. That event has proven to have significant impact on foreign tourist numbers visiting Sabang. Of course the damn Koreans still infest this place in increasing numbers, but that is the subject of another report. And BTW, the Koreans do not pay 3K (they pay less) to BF girls from the bars. Again that topic is for another report.
The bar owners are now starting to feel the impact of the 3K BF rate. Less western visitors to Sabang which means less white guys in the bars for BF revenue. And of those who do go to the bar are not interested in paying 250P for a lady's drink. The situation now compounds because the low season is approaching which means less tourist traffic to Sabang in general.
What happened:
I was talking to a friend in Big Apple last night, he told me this.
The owner of Vegas bar, a relative of the Barangay Captain, went to the Captain 'crying' that his BF, lady's drinks etc revenue is down. Business is not good. This is after he deliberately or by accident observed 2 or 3 of his girls in Big Apple a few nights before. So the Vegas bar owner assumed that the reason his business if failing is because the hunting / freelance girls are available for drinking tourists in the likes of Big Apple bar.
In response, the Captain deployed his army of Barangay police to round-up and deport all freelance / hunting girls. Hence no freelance / hunting girls in Sabang now.
Analysis:
Now the non-girly bars are full of men drinking, looking at each other, playing billard with each other. I even see men dancing in Big Apple together last night.
The Barangay Captain (also bar owner) and his bar owner relatives are in panic mode about declining BF revenue so they blame the freelance girls.
There are many sad elements to this situation: The streets of Sabang are now devoid of any colour or life that the hunting girls provided. Often it was a delight walk around and see and talk with the playful flirty freelances day or night. But now, nothing.
The Captain and his relatives have denyied 25plus girls a chance to: earn some peso; meet a generious foreigner; send money to their families.
All this because the Captain and his relatives are afraid of losing 1 peso because they think the hunting girls are to blame.
Conclusion:
Despite the environmental problems here, sky high prices for all things, Sabang is still worth a visit for: diving; eye candy in the bars; and drinking with men in the non-girly bars. But if you visit here in the hope of some casual; spontanous fun with free spirited freelance girls, do not bother with Sabang.
P. S. The above situation happend before about 6 months ago for the same reasons. The hunting girls were deported from Sabang, and the streets were patrolled each night by The Captain's roaming police. I did observe the thugs roaming last night enforcing the no-hunting-girl policy now. And it took 5 months for the freelance girls to start to return to Sabang. So expect the empty streets to prevail here for that amount of time.

The Sabang's Barangay Captain allocated resources to installing webcams in the lanes around the girly clubs in central Sabang.
Why? (speculation)
According to my sources, the Captain (owner or Venus Bar) is pressured by other bar owners for solutions to combat deminishing barfining by customers. The bar owners think that the reason customers not barfining the girls is because customers either spend their money with freelance girls or bargirls who are prepared to 'sneek out' for daytime ST meets.
So the logic of installing webcams in the areas around the bars is to:
- identify non-bar girls (freelances) who befriend and partner with foreigners. And then use this information to remove those freelance girls from Sabang, or as some have suggested, force the freelance girls to pay a 'commission' or unofficial licence fee to the Barangay Captain.
- identify bargirls who attempt to establish contact with foreigners during the day and then restrict their daytime activities or fine or otherwise punish them for attempting to conduct daytime ST business.
Of course, the Captain and other bar owners fail to understand or acknowledge the route cause for deminishing BF business is because: a) foreigners and even the koreans are not happy with the 3K BF rate and thus foreigner visitors to Sabang are in decline; be) now is the start of the wet / low season.
But these facts illude the Captain and other bar owners. Rather, the bar owners blame the girls and seek to control the availability of girls, control the price, and control how and with whom the foreigners spend the cash in exchange for fun.

This might be the nail in the coffin so to speak. I can only imagine the video recordings getting into the hands of the media for example.

Well, after living in Sabang for some 3 years I can partly justify what you guys been reported. Sabang (and Puerto Galera municipality) is one of the richest places in the whole country, but also one of the most corrupt.
It's not so much about the newly introduced cams, it's mainly about major neglect when it comes to lack of drainage, water and electricity supply and lack of road maintainance. Road between Sabang and Puerto Galera town will probably be inpassable after this rainy season if they don't act.
The best open and 24 hours bars (Eddie's place and Big Apple) stink during low tide, it's hard to have a meal there at times.
Girlie bars would always be slow during low season, and for sure you can make good deals once you have a cell phone and be prepared to wait until next morning or so. And you can still find freelancers daytime.
