Yes, regular white taxis are now allowed to pick up passengers at the arrival level of Terminal One.

As you go outside the doors just past the customs counters and money changers, yellow cabs are, as always, to the immediate left. If you proceed across the first three or four lanes of roadway, turn right on the island divider, and regular white taxis are a short distance to the right on the second couple lanes of roadway. A sign reads "Regular Taxis" or something similar. Grab also has a station there, but since there were regular cabs available, and having read RK's report about cheaper fares with regular cabs than with Grab, I took a regular cab. This was at noon on Thursday. The meter worked fine, and the fare to the southern part of Malate was 140 pesos. How many places in the world can you get a taxi for those prices? YMMV for evening arrivals.

The more expensive coupon taxis still wait at the lower level down the long ramps to the next roadway. The only justifications for using them are that you almost never have to wait for one, they have larger cargo space if you are in a multiple party with more luggage, or some SYT is waiting for you among the Filipino masses beyond the fence of the waiting area. I can't imagine they are happy about regular white cabs siphoning off business.

There might be zero white taxis and a line of yellow ones at the time that you arrive, so be prepared to shift gears if required.

There has been some very bad press lately about taxis at the airport because a tourist blogger video'd a taxi driver who tried to scam her for a fixed fee trip (using laminated price lists etc). It was all laid out for everyone to see, and of course the outrage from the President down was extensive.

President has threatened to once again exclude white taxis from the airport if they start the gouging caper again.

Riders are again being urged to report errant drivers.

I suggest that when you get into a taxi at the airport in future you put on the video recording until the meter is set and you are on your way. I have never been scammed personally but it's a good reminder.

Great times continue. 0/3 in manila and 0/1 in Angeles. 3rd girl in Manila starts with 6 k and I say no thanks only going as high as 3 k. She says 4 k and we agree to 3500. I circumvented problems by asking before I got in the cab whether the meter works. Both times the driver laughed and said, "sure. " I suppose I ran some risk by allowing luggage to be placed in the trunk before I asked. Since there is an agent who writes out a little contract slip and the driver walks to the stand to get the destination from the agent, perhaps that is the more strategic time to ask about the meter. That way both the driver and agent are party to the communication.

Taxi drivers from my experience on recent trip to Manila are exactly the same as that in BKK, They are serious scammers, don't want to flag down the meter and asking enormous rate! From Terminal one to terminal three via skyway asking for 300 php! I said no! Just flag down the meter! Along the way, complain a lot they when they return back to the line they have to pay again etc! I just ignore him And handed him a 40 php tips! I told him that is tip but I won't accept unreasonable demand!
