The purpose of full illegality like in the United States (including the recent Fosta / Sesta law), and the "half-legal" laws under the Nordic System (including, bizarrely, Canada) is to keep the scene out of the public eye, discriminate against immigrants wanting to enter the trade, and keep lawmakers and politicians from having to address issues (such as whether kissing and oral sex can be performed if covid-19 cases exceed a specified percentage), that make them uncomfortable and generate political "sound bytes" that can be used in campaign ads by opponents.

Germany has a unique system with its openness and legality. It is amazing how a person can go to Google Maps and type in Palace or Sharks and get directions, including mass transit, from anywhere. Even in other "legalized" European countries, many addresses are kept off of the internet, and many of the best independents and establishments in places such as Spain and Portugal work without an official license from the government.
