That never happened to me, most of the taxi-drivers know their prices well.
I think they try the "fixed price" trick when they think they have a clue-less farang in their cab. Actually, I never had a cabbie even propose it when I took a taxi together with my Thai GF, although she is not from BKK and could not know the prices any better than I do.

It's near the Huai Khwang MRT stop, it's one of the most pricey places in Bangkok, that doesn't involve private membership. The higher you go in the building, the higher the prices go. There are some other Soappy places around here to, but Poseidon is the top of the line. The also charge a farang tax, so it'll be even a little bit more expensive if your a farang. Can't speak to the service as I have never tried any of them out, too rich for my blood.
Thong lor, has a whole bunch of "private clubs", all they take to join is a lot of cash, and they have girls that go out from what I've heard they start at the 10, 000THB range, probably not what you are looking for though if your only in town for one night.

I still have problems sometimes, especially with Air Asia, they are cheap, but they get their prices that way by saving on customer support. I always seem to have problems if book directly through PAL as well. Tiger Airways was almost impossible when I flew BKK-CRK, the only reason I stayed with it was to save the drive to and from Manilla. The cost savings weren't worth the agrivation of dealing with the whole mess, but landing 15 minuets away from Angeles City was. Thai, I've had about the best luck with, but they aren't cheap, they are usually the most expensive option.
Chase is the only US bank that I have found usefull, I HATE Capital One, and will bad mouth them to anyone willing to listen. I was stuck for days in AC once, without being able to get money, luckily I had enough "emergency cash" but it ruined the trip. I also had a buddy that had a terrible time with Well's Fargo when he was in Bangkok. He told them before he left he was going, then when he got here they said he had the wrong type of account, and they wanted to charge all types of exorbant fee's, and he could only ever get a person on the phone 8-5, M-F EST.

I have the United Chase Card, and there is no foreign transaction fee on it, but there is a yearly "maintenance fee".
