The majority of the delegation did not even mention the conference on the application, as far as Govt of India was concerned they were tourists and nothing else.
In addition many of the attendees had family come and join them once the conference was over to have a holiday and they ALL wrote the purpose of visit as tourist.
If you work for the government and are truly this misinformed it is no wonder that my country of origin is in such a bloody mess.

There is absolutely something called as supply and demand, I was working in US now I'm in Canada.
