The law is pretty clear that they are now illegal
The law doesn't say explicitely that they are illegal, it justs sets conditions that made them illegal in most cases.
About the proposal of the law (the actual law didn't change significantly):
https://www.bmfsfj.de/blob/119060/d1c54ba07845c6af4bb2f19791fcc71b/prostituiertenschutzgesetz-data.pdf
At page 75, where it examines the conditions under which a brothel cannnot get a licence, you actually read:
"Allein die Tatsache, dass Kunden ein pauscha-les Entgelt zu entrichten haben, fhrt noch nicht zur Versagung der Erlaubnis. ".
Google translate:
"Just the fact that customers have to pay flat-rate fees, does not lead to the refusal of permission. ".
I don't know about those you claim are not. Perhaps there are more details when you actually enter, perhaps they are or claim to be swingers clubs, etc.
Neither I know anytihng more than I read on the websites, a report from a real visitor would be most interesting. Sure it's possible that they will tell about limitations only when you enter. It's also possible that, even if you're told that service is unlimited, all the girls will start to ignore you once, according to internal undisclosed club rules, you have used up all your service credits. In some clubs this easily happened even before the law, unless you had the savoir-faire and power of persuasion of Sir Wanking.

The core consideration is "sexual self-determination," I. E. The sex worker has to retain the right to say yes and no on an individualized basis without coercion such as threat of being fired.
"The prostitution for sexual activity, guaranteed at all times by the Prostitution Act, is one of the basic conditions for the legal recognition of prostitution as a legal transaction aimed at sexual services. Sexual self-determination can not be legally waived.
Therefore, for example, despite prior agreement by the parties involved, it is unacceptable for commercial offers to be designed in such a way that. As reported by so-called "([CodeWord123]-) Gang-Bang" events. A large number of so-called suitors pay an entrance fee in parallel or in full the opportunity for sexual intercourse with the prostitute to be given in a timely manner, with the result that [CodeWord124] are re-enacted, because this leads to a situation in which the person who allows sexual intercourse for a consideration waives the right to choose the customers or to be able to exert influence on the practices used. ".
This is why gang-bang parties are now postured as filmmaking events or swingers events.
"The refusal of permission does not include a prohibition of a particular sexual practice per se, so it is not about a ban on private sex parties. The provision merely acts as a prohibition on the commercial organization of such practices as paid offers.
Even if so-called flat-rate brothels (also known as "all-inclusive" club, "all-inclusive" offer or similar) at least to the outside the appearance is awakened that the prostitutes present in a prostitution site to indiscriminate. ".
In other words you can have a flat-rate club, but it cannot present an offer saying all of the women there are available to you.
"Similarly, if a lump sum to be paid to the operator is available to any customer at any time, it is also likely to have a ground for refusal under point 1, since it constitutes a breach of the prostitution law if a prostitute commits a previously fixed pay to a third party to make an indefinite number of sexual harassment Commit file. ".
In addition, a flat-rate club cannot offer unlimited sex with any individual woman.
"In addition to the application for the offer to the outside, the assessment of the contractual internal relationship between the prostitute and the operator is decisive for the assessment. The mere fact that customers have to pay flat-rate fees does not lead to their refusal. ".
In addition, a flat-rate club cannot have management that as an employer coerces workers into having unwanted sex.
I will be staying in Bochum while I am there. Are there any large clubs with hotter women like Oase or Sharks in the area, or should I plan a couple days in Frankfurt if I want to go to these clubs as well?
Thanks!

Thanks!
Bochum is Dusseldorf suburb. Many clubs around Dusseldorf. Higher level for me than Frankfurt. Open your eyes and work to find your own girls.
Bochum is absolutely not in the suburbs of Dusseldorf, it's a completely different city 50 km away from Dusseldorf. Besides F39, there is one rather large club close to Bochum, the FKK Great Palace but I fear the quality kept on dropping (and it was never really high). The big clubs of NRW (Oceans, Magnum, Acapulco, Golden Time) are at least 30 km away from Bochum.
I set up a map of club with party-like settings, separating those declaring using the token system:
http://umap.openstreetmap.fr/en/map/low-cost-brothels-map-germany_252879#6/51.863/9. 712.
I wondered if interpretations of the law differ locally, but I fail to see a pattern.
Varenne, you are doing a great job keeping your map up to date.
Varenne, you are doing a great job keeping your map up to date.
Yes very interesting and useful, a new life is starting from now after just 1000 FKK visits.
FKK Great Palace?? Well: it maybe ok on a Friday or Saturday evening. But for all other evenings it will be deserted. From my perspective, I am expecting them to close down this club. How could they have it survive on just to moderately filled evenings??
Salome is a notch better than FKK Great Palace, in my opinion. Oceans and Magnum are two notches better than FKK Great Palace. But all 3 are still a no-go for weekday eves. Acapulco-Velbert ok- not too bad- but it is a 30 min drive. If you can drive 30 min, why not drive 55 to GoldenTime?

Have you been recently? Is weekend still dead until 7-8 ish and major sausage fest midnight onwards? I stopped attending after getting fed up with the club.
I go there once a month and really only on fridays and yes, the prime-time to go is 9 pm onwards. I like variety and I like german young. Not so experienced. Girls, so sometimes you find some really nice ones there. At times, there is a really good looking rumanian, Loredana, there with real. DD-boobs, end-twenties. See here: http://www.internationalsexguide.nl/forum/showthread.php?3394-Magnum-Saunaclub-Erkrath-near-Dusseldorf&p=2224617&viewfull=1#post2224617 and also two posts prior to that.

I will be staying near Bochum so I will be within 30 minutes of several clubs, Arabella, F39, Grimberg. I was wondering the clubs policies for leaving and returning the same day. Do I have to pay again to re-enter?
I was thinking I could go eat or go to the hotel and rest up between rooms. Does the policy vary from club to club?
I know from my experience in Dietz it can be pretty boring between rooms in the smaller clubs and after a couple of pops it may be a couple of hours between rooms.
