Quiosques along the orla have always been good spots to meet GPs. One of the best quiosques is Quiosque Praia Skol 360º (close to R Santa Clara). It's propably the only quiosque that's open 24/7. Even when I pass by on my morning runs at 5.30 it's common to see a few GPs hanging around. Last night I went there with three regular girls.
