What you are experiencing makes no sense at all. Using another PC and getting a new IP adress should have done it, unless, your real IP has not changed. This will be the case if using a router or you have a static (non-changing IP). So are you sure it changed? If you do a Google on "What is my IP", many sites wil come up where you can check your real IP (the one seen by the outside world).
If you are using a router, changing PCs will not change your real IP, because it is in the the router. In turn, the router will give each of your PCs a different address (like 192.168.xxx.xxx). But, the site in question only sees the IP of the router.
If you find that you do have a router and the IP did not change, you can try to force it (this won't work if your ISP assigned you a static IP). Turn off your modem for about 10 secs (if DSL) or a few days (if cable) and you should be able to have a new IP assigned to the router.
If this was not your problem, then I am stumped.

Tagged is almost as effective. Its a bit less intuitive but you can search for girls by location and age bracket. filter for those interesetd in dating if you want, then use the brwse button and send a copy/pasted message to those that you are interested in. How did she check into the hotel you booked?
There is no way the reception will check her in unless she booked the hotel and put the deposit down. It is possible that you sent her lots of money.

If you are a regular and they know you, they will pass the key upon your request. I do it all the time and as a matter of fact, I am doing that tonight. First, it seem odd to require a cash deposit after a credit card was used.

Some cities in the Philippines seem to require cash deposits upon check in and others do not. I haven't kept track of such things, but pretty sure the Manila hotels want deposits.

There is a special rate for Philippino citizens. It is called balikbayan rate.
If you know the girl very well she can book the hotel at that rate. And she can deposit 1000 pesos and check in and wait for you.
