Not sure why the DOT's data for 2024 only shows Jan. August, while the 2025 data shows Jan. November.
Jingo: Do you have a link? I don't show the US visitors outnumber S Korea, I show Korea has about 20% more tourists.
On the 2025 data, total tourists thru November shows -3% for the same time last year (4. 9 million down to 4. 7 million). The 8% increase you mentioned might be for total arrivals, which would include other categories of persons, such as returning OFW, returning Filipino vacationers or dual citizens, and inbound permanent residents (13-A and SRRV); none of whom count as tourists.
Regardless, even if you count the extras and +8%, that would be about 5. 8 million total; about a 35-40% drop from 2019 (8-9 million tourists), the last full year prior to covid. Of note is the oddity of the S. Korean and Chinese drop this year, from previous few years growth. China went from #4 to #5. Regardless of the causes (security threats, political tensions), that seems to have had the dreaded effect. Even adding them back in, and with similar growth, it will be some years before Phils reaches the 2019 level of tourism.
Guessing covid's effects have messed with tourism in unexpected ways. You fellas who haven't come back have caused my schwanztooga to work overtime. Sometimes I fly back to the home country on pretext of visiting fam / friends; in reality I need a break from Pinas throwing their panties at me.

The right hand (BI) and the left hand (DOT) apparently use differing numbers. The numbers in the article are only from January to June of this year. From your BI article (from July this year):

If the BI processed 7. 8 million arrivals, the chart I got from the DOT for the same timeframe certainly doesn't show it. Even if the BI included the non-tourist categories in the 7 million, it certainly does not show in the DOT information (see pics) for the same time period. The DOT shows just under 3 million total in the same time period (and many of those aren't tourists).
If the BI processed almost 8 million arrivals January-June, doesn't that suggest approximately another 8 million (give or take) during the second half of the year? Wouldn't that make this year's extrapolated total about 15-16 million? Nearly twice the previous high of 8. 5 million in 2019.

1/. I don't go to the Philippines to meet other foreigners.
2/. There always has been and will be enough girls to go around.
