By that time peak hour traffic has died down.
I'd agree that trying to travel during the wrong time of the day can take hours. And I do mean multiple hours.

Lots of guys pick Cebu when stepping in PH for the first time, and that's why I was wondering about the motive, because is not the easiest mongering destination in PH, being mostly geared into collecting money online, and delivering virtual entertainment which can be accessed from anywhere, not necessarily by being there.
