Not 100% true. Oral sex without a condom is unsafe. Forget HIV, there are dozens of STDs which can infect you thru BBBJ, can make your life miserable. Imagine several boils on the penis which grow like small balloons. You won't be able to wear your undies till cured. HIV can also happen but that's a far fetched chance as you rightly mentioned.
