That being the case, there are millions of Filipinos, largely from rural areas, who will vote as they're told to vote guy clan leaders and it's the latter who cut deals with the politicians in exchange for outright payments, later favors or a combination of the two. Then too, there's no such thing as an honest vote count here: dead people vote, others vote multiple times, and whether the software or the voting machines--procured sole source with no competition and under murky circumstances--has been or will be rigged is an open question. So the issues in rigging elections here go well beyond the proverbial bag of rice and a few pesos.

I'm sure these questions have been answered but they have to be lost in the many reports. Any assistance is appreciated.
1. When is the best time of year to go (I'm thinking about Jan / Feb / March time frame)? Is there a such thing as high season and low season?
2. How much should you expect to pay a day for a hotel? And which would you suggest?
3. How much are the bar fines?
4. Any suggested bars?
5. I've seen in the post, Long term and I'm assuming there must be a Short Term. What's the difference?
6. How much should a person budget a day not including the hotel?
7. How should you dress?
8. Is there anything else I need to know?

Women have a natural homing beacon on money & security. That equates to popping kids. Of course the homing beacon is far stronger if the women are looking for a foreigner to take care of her Filipino kids.

1. I wouldn't go during Christmas or new years, many of the girls will have gone home to spend time with their families. Any other time is good.
2. Depends what kind of room you want. Crappy rooms can be had for 1 k PHP. I usually spend 2 k daily on my room and I'm happy. Try to book in advance if you want a decent room. Most of the decent hotels won't have availability for walk in guests.
3. Depends, out on the perimeter, it can be as low as 1200. But I think most would agree the quality is not as good as you'd find down on fields, where the bar fines are usually at least 2 k.
4. On the Perimeter, I used to like After School a lot. They used to have a short time option which was 900 PHP I believe. Pony Tails usually has a decent number of girls + free popcorn! In general it really depends on who is working where. The girls move around and there is a lot of general turnover. More to the point, there are bars that I try to avoid. Usually I try to avoid bars with tiered bar fines. And also bars that are Korean focused. I don't go to Icarus, and I don't go to Las Vegas. And many of the larger clubs, although maybe that's your thing.
5. Short term is usually just one pop. Long term is usually over night. Ask the girl how long she will stay with you.
6. How many times a day can you do it? How many different girls do you want?
7. No one cares how you dress. Even in the discos, if you're a foreigner with money.
8. Have a good time. Take it easy, be careful of pickpockets near fields. Use protection. Don't fall for a bar girl.

The current version of the Philippine Constitution draws a rigid line between church and state. Unfortunately it's a highly permeable line in practice with churches, eddying endlessly in public policy. What's worse is that politicians are scared to death of the churches' influence and thus typically acquiesce to whatever changes in policy the churches desire.
