I am far from the pro monger of many of these other guys. I have been to the Phils 4 times in the last 16 months, so that's the extent of my experience, but I date a few Filipinas in seach of a S.O. as a primary objective and monger as a fun sideline. But I'm happy to share my experiences.
First, you need to understand me so you can judge my perspective. When I monger in the Phils, I LOVE variety. My dates fulfill the romantic need so my mongering is pure pleasure. Some guys like 1 (or 2 women) all night. That's not me. My first night in Angeles Dec 4, 2006 i was like a kid in a candy store. I didn't get my first barfine until midnight, but by 7am I had had 5 girls total that night - 3 solos and a double to end the night.
To the best of my knowledge there are 3 primary areas.
Burgeous St - My 1st ever mongering experience. I was here for 1 night in Nov 2003. Picked up 2 girls plus my date. Fun time, but it was my first so it flew by. I have never come back here because I hear to many negative comments about the prices. And as I average 3-4 girls a night....cost is a factor.
LA Cafe - this freelancer bar is my hands down favorite. I like it because of the atmosphere and how it works. First, there is no real "pressure" to buy anything - all the time - like in the gogo clubs at Burgous & EDSA. I try to get a seat at the bar, order a beer and just look around until i see soemone who meets my fancy. I walk over, talk and get a feeling or not. Make a deal or move on. Sometimes the social aspect of all the girls in the bar is as much fun as the fucking later.
As i think back over my 6 nites in La cafe....I had 18 girls total and 2 "bad" experiences. Of the remaining 16... about 12 were good to very good and 4 were stellar "knock ur socks off". The absolute cutest girl I ever had in the Philippines I found here at LA Cafe. Most of my tips (no bf) range from 1000 - 1500 and on ocassion i have tipped 2000.
EDSA - I have been here twice but i have never barfined anyone. The upside is it 8-10 gogo clubs in 1 building with a main lobby area so you can go to alot of different places quickly and easily. BF & tips are much better than Burgous.
Here is a perfect example of my rationalle. My last trip was mid March. I spent Sat nite & Sunday nite at LA. I also had Wed evening free so i went to LA, but after a beer decided to hop a cab to EDSA. I got there probably around 11pm and went in the Firehouse. Some cute spinner caught my eye right away. i was seated; drank a beer with a couple of the girls hanging around and finally got the eye-catcher to come over and sit. We chatted a bit then i asked about price. BF was 1000 and she wanted 2500. I thought this over. Tried to get her to come down a little on her tip, but she refused. I am weighing my options...3500???? At LA, I could get 2 girls plus a few drinks. So i hopped up and headed back to LA Cafe. I met 2 of the nicest girls that night, hung out with them up the street at G-spot and finally propositioned them - both for 3000 - all night. The one was so cute and adorable - the apple pie gf look - I am guessing 20 or 21. I had the best night and never once regretted leaving EDSA and coming back to LAC.
BARFINES - In manila, it is barfine plus a tip. In Angeles, the barfine is all inclusive.
There are NO guarantees regarding performance, but as i mentioned earlier, the lions share of my girls have been a great time. I had only one bad expereince in Angeles.
FLIGHTS - I would consider the Cathay Pacific All Asia pass 2008. For the $1099 flat rate you get SF to HK, + BKK + Manila. The only downside is HK is the hub so to get from BKK to MNL you need to go thru HK. The new jets that Cathay is flying are very nice. I always take my laptop & DVD's for my own inflight entertainment plus 5 batteries. The flt from NYC is 16 1/2 hours!!!The new jets have an AC outlet at each seat! They are just a tad bit roomier with a new seat design, but to me it makes all the difference in the world.
You can get to Cebu via Cebu Pacific for probably $80.
IF I KNEW THEN.............If mongering is your #1 objective, i would stay in Ermita and visit LA CAFE a few times. Amazonia & G-spot are only a block away and provide some diversion. EDSA was only a 15 minute cab ride so that is easily another option any given night if ur based in Ermita.
In the daytime, Rizal park, Mall of Asia, Robinsons, and the docks to Corregidor are nearby as well.
I would also go to Angeles for a few days as well. If you want to be crazy and throw caution to the wind, rent a car and drive to Angeles. I have been to Angeles 3 times and each time I drove myself. And each time I got stopped by the robber police and had to bribe my way out of the "ticket". I must be the only one to do this because NO mongers in Angeles have a car, of course Fields Ave is so small you don;t need one. Wild Orchid has 3 parking spaces and i had them all to myself on one trip. LOL. I do it because the freedom of driving makes me feel at home.
I've been to Cebu twice and don't see the value in going there if you have 8 days.
I guess I am all out of advise for now. No matter what, if you smile, the world smiles back and you'll have a great time. If only I could afford 1 more trip this year......

3. Re: flights..certainly, I'll look...but off hand do you know the best flights generally from BKK to Manila and also Manila to Cebu and back? I'm assuming the best thing for me to do is fly from San Fran to Bangkok..then to Manila...then to Cebu and back to Manila (if I do this leg)....then back to BKK and back to San Fran..
4. Anything else I should know that you would have liked to know as a first-timer to the PI?
