There are times when ATM Limits are imposed

The real issue is that some banks in Brazil have a withdrawal limit that is less than your Bank/Debit ATM Card Issuer. These banks [U]may limit[/U] your withdrawals due to Holidays, Special Events, Weekends, location, time of day (mainly after 5 PM and especially late night), physical location inside bank ATM (Best) vs outside ATM (Worst, which are more prone to have ATM card readers for scammers to capture your account information in addition outside ATM machines are more prone to ATM users being subjected to criminal activity.) Also not to mention a financial crisis affecting bank limits.
So yes, the best time to go to an ATM is before 5PM preferably inside a bank that has a guard / bank employees watching the ATM. Central business district, or highly trafficked commercial areas generally have the banks that provide reasonable ATM withdrawal limit/policies.
