This is a grea idea. Tijuana needs clean up the area and get rid of drug dealers that constantly yell "quantos". The govt also needs to crack down on police corruption. I will the police credit for getting rid of most of the bandito's in the Zona. Take care of these problems guys would be much more willing to visit the Zona.

The number of people is part of the fun. So if they open with capacity constraints it won't be as much fun and probably more expensive.

I fly to Tijuana several times a year because it is like Disneyworld for men.
Until I saw Tijuana I was in a sexless marriage and miserable.
There will be at least 1 million men in California in a similar position and would enjoy Tijuana if they knew about it.
But I think most will be fearful. So the advertising should be combined with guided tours, etc and reassurance of safety.
People will pay for that extra security.
