Why are you making this so freaking complicated? Cross the border, either on foot or by car. If you walk you may be asked to buy a 180-day FMM. $30, BFD. Then you can walk across, unmolested, for six months. Cross back at night when the lines are short.

Pedwest is still closed, the remaining old crossing often has long lines, though I've learned to get around this by paying $7 to ride a Ticketon bus that crosses the border on a bus lane, then drops you off right into the customs hall. This is especially useful for people like me who have physical ailments that make standing in long lines painful. Ticketon has a seated waiting area and everyone gets a seat on the bus. You find it by walking south of the pedestrian line then one block east, just google map it, or go with their reps who hawk the service 'to San Ysidro' near the back of the ped line. It's quick and smooth.
