The push was so good consumers were using a dramatically lower amount of electricity. Revenues for the company fell. They ask for rate increased to bring their revenues back up the a level that satisfied their bond and stock holder. The shock SDG&E customers received when they opened the envelopes that contained their bills they received in the made them ask the exact same question that you did. The state of California to this day continues to have some of the highest electricity costs per KWH in the entire Dis-United States of America.

Right now in my opinion they force you to meticulously plan you trips if you are not staying close to home. So that is why I own both a EV and ICE. When it is time for me to hit the road I do not want to fuck with charging stations.
The US is smart to stick with ICE's for now. Until they get their supply chain issues corrected best to stick with building vehicles with the supplies you can get your hands on.
