It's like age brackets, 20-23 year old in most expensive bracket (I guess it was L), and so on.

Therefore, I talked to many WGs about this topic. I even asked Thai folks who work at these establishments. I got many differing views, and none of them made any sense. There seams to be no rhyme or reason for the assignment process. The only explanation which made sense to me, and still does, is that the WG decides.

If she chooses a higher priced category, she may end up pricing herself out of the market, and making less money. Likewise, if she puts herself in a lower priced tier, she will be busier.
