I am looking to either rent a truck or hire a truck / driver to help me pick up a large item in March. I don't have a Mexican driver's license so I'm not sure if I can rent a truck at a place such as The Home Depot.

But after 2000 all bars went out of business and Plaza 2000 closed down for good.
Down near Playa Del Carmen, strip clubs like Chilly Willys are big scams, ripping off tourists, stealing CC info, high priced girls.

The beach is open and might be nice during the day, chilly at night though. Not all agencies will send girls out to Jatay though so best check, if you pursue that option. La playas has what you need for ATM, grocery / rx and some great food. Jatay has great steak / shrimp tacos and if you get a ocean view room, you can enjoy the beautiful sunset while getting your cock sucked by a cute young chica.

Cascadas is not seedy at all. It can be a bit noisy, but the rooms are relatively clean and comfortable. I've stayed there three or four days in a row before, but it can get a bit tiresome. Note that the escort agencies mostly will not send girls there. You can bring in street girls if they will agree to go with you, but many won't. It's really optimal if you plan to bring the bar girls back to your room, but remember that they are going to want $80-100 for 30 minutes.
Everyone should stay at Cascadas at least once, so I won't try to talk you out of it. Have heard it might be open for limited hours in the morning (for exercise, etc.) though not sure about the specifics there. They have the beach area taped off with yellow tape at the street level before you're able to walk down. When was down there there were people (including what seemed to be locals) who would go under the yellow tape to walk around a bit on the beach and take pictures by the border wall. A police car rolled around a long while later and turned its sirens on, at which point all the people down on the beach walked back up from the beach to the street (seemed the sirens were just a semi-polite way of warning people they shouldn't be on the beach. The police officer didn't do anything to any of the trespassers).
