P5 k and p10 k are the normal maximum limits at ATM's in Philippines (its a cash-based culture, with low fees for each machine's own customers, but not for you as you are not a customer). You will get hit with a machine-fee of p250 ($5 USD), and probably your own bank will hit you with a $5 USD 'Out of Network' fee (for not using one of their machines). Today's p10 k = about $186 USD, so you are paying $10 for the convenience of getting $186. Last year in my home country I went to a cinema to watch a movie with some friends. I hit an ATM machine outside the cinema to get some cash ($50) for the over-priced cinema food. The machine hit me for a $5 machine fee, and my bank hit me for a $5 out-of-network fee. I paid $10 to get $50. I get hit with both of those in every foreign country.

Couple of thoughts:

1) Go to a mall and find the ATM area. Often you will see a BDO, MetroBank, and several other ATM's near each other. Use your debit card to hit several machines.

2) Several gents have mentioned getting an ATM card that, as a perk, rebate any outside-network ATM fees at the end of each month (that includes both up-front machine fees and their own Out-of-Network fee). Schwab has one.

3) Skip the ATM's and remit (ie, Western Union) the money to yourself online (say, p50 k, about $1000 USD). Take your online receipt (reference number) to any of the WU payout locations in Manila (Cebuana Lhuillier, M Lhuillier, LBC, BDO, MetroBank etc) and pick up your cash. The online remit fee will be about $5 and will be deducted from your associated debit bank account (the payout locations won't charge you anything to pick up the cash). Besides WU, World Remit, MoneyGram, and Remitly are also online services for sending money from your home country bank account to someone (including yourself) overseas.

Exchange a reasonable amount over a holiday and it soon adds up.

I've used Wise cards and the savings make a difference. It also helps that they can be used for pretty much any currency.
