Were you going to say fuck it and cough up the $30? Were you going to ask to speak to their manager? Threaten to file a complaint? Pull up a PDF document of the Constitution of Mexico on your phone? Or were you just going to go apeshit and blank out in a fit of rage? Were you prepared to dick around for another hour in the "rubber room", with no guarantee that they'll finally feel sorry for you and let you pass? Just how much of a stand were you prepared to make?
I fully support your stance against corruption, trust me I do. But let's be realistic, 99.9% of mongers on their way to the Zona Norte aren't worried about fighting corruption and social injustice. Heck most mongers already have a raging boner by the time they arrive at the border. At that point they basically have a one track mind and they're not going to let $30 stand in their way.
