Just think about what kind of girls you like.
If you speak Spanish or if you want to learn it, I would advise you some countries in Central or South America.
If you only speak English and you like Asian girls, Filipine would be good.

I have been thinking of compiling something systematically in the line of Dr Skank's idea. Since somebody actually asks, let me add something quick.
Yes, the most important thing is you. Length of stay is important. If you have just one week, cheap sex isn't meaningful. Flying 4 hours is a lot better than 12 hours.
Get to know the reporters profile helps. If you don't speak Spannish, South, Central America isn't that attractive as the reports said. Many excellent reporters are Spannish speakers and became semi locals. Your price and your choice is different, a lot different. Whereas in say Thailand, everybody is equal as nobody speaks Thai. All working in the tourist industry dealing with customers speaks English, including many working girls, but probably not the new fresh ones, or imported ones from neighboring countries. English is a lot more common in PI.
Budget - I would compare well known establishments in different countries with little variation in price and large selections. If the town has only a few bars, and you have to negiotate with the girls over a large price range and service, you may be disappointed even though you have reliable information. She may just decide not to give you that price and that service.
And for all-nighters, compare the sure thing rather than - if she likes you, and in slow times, she might go home with you for a reasonable price. Asia is more affordable. And looking for quality, if you double the price in some quality establishments, will you get twice as much and an unforgettable time? In many places you just get walked over.
As for yourself, are you comfortable doing it in FKK? Hanging out in bars? Or just pick a girl and bring her to your hotel? What sort of hotels are you comfortable with?
Non-mongering activities? Either you can go around with ease or better still, afford an English speaking driver for a day or a few. Best of all, bring the girl with you on your day trips, often freebie for all nighters. Language is important but it's surprisingly fun if you just get along without common language.
Your risk levels? Check CIA countries reports. Say HK has proven itself in the SARS saga, and major hospitals have doors as in star treck. Now free flu vaccine to all at risk group. Not possible in any other countries.

Hey Doc - Thai language is an "acquired thing". Except that it is "tonal" (what to the western ear sonds like the same word in different tones is actually several different words) iIt's not all that difficult - just a vocabulary development thing.

Yeah, I am sure it is possible to learn passable Thai with some effort, but for the short term monger choosing a destination for the first time or thinking of an alternate destination to his traditional haunt, its important to understand if he will be able to communicate.
Phillipines: almost certainly
Holland: probably
Germany: maybe
Russia: unlikely
Thailand: not at all likely
Sure some Thai pros speak ho English, but with most commo wasnt really possible. Maybe it was just me, but I didnt find many cute girls with language skills beyond the absolute basics. Usually, communicating wasnt necessary to have fun, but sometimes I missed it.
In Holland you will find English-speaking pros, but will have to be clever and lucky to find those that also perform well. The pros are often hardened and street-wise, clever at milking tourists.
In Germany's FKKs maybe a third speak English with a fair degree of fluency and the performance is really consistent, but the romance usually ends after 30-60 minutes... no affordable take home option.
In Dubai you find well-performing affordable English-speaking pros from every corner of the globe, but its expensive to get to and stay there...

Ability to communicate is only one category, and probably not the most significant, but I find it greatly affects my mongering fun in longterm stays.

St Pete: be careful that the guy is a pimp or promoter. If you like that sort of proportion, Asia could be a good choice. American / European girls get fat at 12, while Asian women more like at 22. Legs are a bit weak, a bit short, but proportion not bad even if they are small. Since many girls cannot afford breast enhancement in developing countries, I always go for those who don't need it, as in the picture, or Asian girls. BTW, say Argentina is 80% European decedents. However, many of the working girls in BA are not locals, imports, from Brazil, neighboring countries. Eastern Euro girls are all over Western European, Asia, US. Maybe it end up cheaper if you exchange the air ticket for a few hookers at home.
Be careful of internet pictures of girls taken professionally. I know because I'm in LA. If you believe everything, then LA has the most beautiful girls in the world if you look at any escort malls.
Brazil: I have seen lots of Brazilians like that, good. But the problem is, the asking price is $200 USD for two hours. You may pay a lot less, but you understand the problem is. $100 USD isn't a lot in say HK, but buy you the best 141 girls for one shot, about an hour. For that you go to heaven in Macau. Even cheaper in China, but the problem is distance and it's illegal. And then Thai, PI etc, certainly a lot less to live in than HK Singapore.
Language: I would add that there are several levels, whether the working girls speak your language, whether the girls specilized for tourists speak your language, and whether the management speak your language.
If you go to school in Germany (West), you speak almost perfect BBC English, better than the British. Just in London, you have East end and West end accent, South London, etc. Dutch - similiar fluency as they are a tiny but great trading nation. French - they understand English, possibly speak well, but they don't admit it in public. Italy - they love USA. So if a girls work near Europe, her 2nd language is probably English, because most Euro Johns can handle it. Asia - totally non-European tongue. They all try to speak at least ho English. Chinese too difficult to learn. Spanish, you have the whole continent, apart from portuguese Brazil, which probably worth the effort to learn. I would love to learn a little bit of Korean for fun, but the economics may change, Korean and US politicals may change so the Korean girls may not come in numbers any more in say a couple of years.

Chinese spread all over SE Asia for millenniums for survival and business opportunities. The majority (or near) of Argentine supermarkets are owned by Chinese, probably a result of the currency crisis. A lot in Vietnam and Thailand etc are Chinese decedents. They kept the culture and try to keep marriage within their communities. But it's not obvious that they are Chinese. At least they don't say that they are Chinese. The issue is always sensitive. And the majority of Chinese in rest of the world won't have a clue that they are Chinese. A little further, 30% Chinese Malaysian. By law you have to have a Malay partner for a business. Indonesia - well known, 1%?? Chinese controlling 90%?? of the economy. That's why they try to marriage within and they always welcome loyal relatives to relocate from overseas, and desperadoes from the same ancestral villages too.
Certainly in Thailand you won't get Chinese girls. They probably won't want to charge the same as Thai girls but you certainly won't want to pay more. Even Thailand imports girls from neighboring countries.
Skin isn't just color, but texture as well. China is vast and the preferred girls by Chinese are those in the North, and a few counties in the middle - Zu (?) and Hang (?). One thing I have noticed is that on the Thai picture board there are only a (very) few posters actually posting pictures of good-looking women. There are much better looking girls in Thailand than you might expect if you just viewed the Thai photo gallery. That said, the Thai photo gallery is realistic in the sense that most Thai pros, whether Pattaya or BKK, are not that great looking or rather the good-looking ones are too expensive for many johns, i.e. are go-go girls with a higher price tag than the more popular plain jane beer bar type. I cant agree entirely on JamesD2004's language assessment regarding English fluency, as even in Germany many people dont speak English beyond a basic level, especially the pros working at FKKs, many of whom are foreigners. There's one thing that really hasn't been touched upon concerning Thailand. The prevalence of HIV/AIDS. That alone would make me think twice before heading out to Thailand just to screw girls. Thailand has service for all budgets. The clubs that Thai elites go, the go-go dancers, bars, fish bowls, etc etc. If you want looks, go for the go-go girls and you cannot make a mistake. If you want affordable all nighters, go for private houses with large selections of legal teenagers for you to take home. Not as good looking but sweet cute and closer to 'innocent', hehe. China has no intention to be an international sex destination, and she put a lid on things from time to time. The exception is Macau, another special region, where prostitution is almost legal in all intent and purposes.
