Usually girls that offer HJ only do not get naked.
If you pay the full special price (1,500 thb) on top of the massage, they will get naked and let you fondle / suck your way to all their body.
Just ask for body to body and HJ once in the room. All girls will be happy to oblige.
If you ask for HJ and Body to body upfront, for less than 1,500 thb, many girls won't do it (or won't do it willingly) because that's a loss of a potential 1500 customer while they are with you earning less.

Snow White is apparently closed and some of the girls moved to Tulip, so Tulip remains your best bet. Check the Tulip thread for details.
Cherry is supposedly open (although not sure if it is exactly right now) and some girls there do PSE, some do not, ask them.
