No, it is not a typo, a few years ago a link was published here with the age of consent of every country of the world, according the each country law. For example, in my country (Puerto Rico), the age for two persons to consent into having sex was changed from 14 to 16 in 2003. I remember to read that DR age was 14. It must be a formal or informal relationship not related to prostitution or to international laws (i.e. using the internet to connect with minors from other countries). There are countries with age of consent as low as 12 years, it depends most of their culture.
